Project: Child Support Services – Laserfiche ECM Implementation
Location: St. Paul, MN (Hybrid – Onsite as needed)
Duration: 4–6 Months with possible extension

Position Summary
Ramsey County is implementing the Laserfiche-based Electronic Content Management (ECM) solution for Child Support Services. The OCM Practitioner will lead organizational readiness, stakeholder engagement, communication, and adoption activities for approximately 150 staff transitioning to the new system.
This role requires strong change leadership experience, excellent communication skills, and the ability to manage change-fatigue within a government environment. The practitioner will collaborate closely with the County Attorney’s Office, Information Services (IS), and the Enterprise Project Management Office (EPMO).
Responsibilities
Organizational Change Leadership
- Understand project goals, drivers, scope, and expected outcomes.
- Develop an OCM engagement approach, milestones, and schedule with key stakeholders.
- Build strong, trust-based relationships across business and technical teams.
Assessment & Planning
- Conduct change impact analyses and readiness assessments.
- Develop comprehensive OCM plans including:
- Communication plans
- Stakeholder engagement strategies
- Adoption and transition plans
- Evaluate effectiveness of OCM plans; design and implement remediation as needed.
Execution & Delivery
- Collaborate with IS on training delivery strategies and evaluate training outcomes.
- Manage RAID log (Risks, Actions, Issues, Decisions) and escalate concerns appropriately.
- Track progress, maintain project documentation, and deliver periodic status reports including hours burndown.
Evaluation & Continuous Improvement
- Monitor user adoption of Laserfiche post-implementation.
- Create evaluation plans and reports covering:
- OCM effectiveness
- Training effectiveness
- Adoption challenges and remediation actions

- Change impact analysis reports
- Readiness assessments
- Organizational change plans
- Communication plans/strategies
- Evaluation plan and evaluation reports
- RAID Register (Risks, Action Items, Issues, Decisions)

Mandatory Qualifications
- Bachelor’s degree (or Associate degree 5 additional years of experience)
- 5 years of OCM practitioner experience on projects with a technology component
- Intermediate proficiency in MS Office Suite and MS Project
Desired Qualifications
- Experience managing change within state, county, city government, or nonprofit sectors
- Laserfiche experience (highly preferred but not required)
- Prosci or ACMP certification
- Strong facilitation, communication, and stakeholder management skills
- Experience developing and delivering training content
- Analytical thinking, problem-solving, and conflict-resolution skills
Work Environment
- Hybrid work model; onsite presence required as needed
- Work conducted primarily during normal business hours
- Consultant will work with the EPMO, IS, and the County Attorney’s Office
- Local Minnesota candidates strongly preferred
Interview Process
- MS Teams interview (45–55 minutes)
- Candidates must submit sample OCM artifacts by the given deadline (impact analysis, readiness assessment, communication plan, evaluation plan/report).
- Interview questions will be emailed 15–30 minutes prior to the interview
