Description

The Dane County Human Services Department has a full time (1.0 FTE ) vacancy for an Administrator position with our Badger Prairie Health Care Center in Verona, WI.

The Eligibility List created will be used to fill future vacancies of the same classification over the next six (6) months. All are encouraged to apply.

DEFINITION

Under the general direction of Human Services Director, position is responsible for planning, coordinating and administering the overall operations of Badger Prairie Health Care Center.

EXAMPLES OF DUTIES

Has all administrative and functional supervisory responsibility for all staff at BPHCC. Organize, direct and coordinate the clinical programs and administrative services within the facility. Acts as chief spokesperson in matters involving state officials, County Board, various County committees, the Department of Administration, and media inquiries. Oversees the State Survey process and assures compliance with regulatory guidelines. Monitors changes to Federal Medicaid and Medicare programs. Initiate and participate in long-range strategic planning. Works with department and facility staff to create the annual budget, including provisions for capital projects. Monitors facility budget compliance. Manages various contracts and assists with procuring professional services. Works with Employee Groups and presides over grievances. Oversees labor relations, employee organization meetings and communication. Maintains and manages the emergency preparedness plan, including facility evacuation drills. May participate and be a member of County committees.

Education, Experience And Special Requirements

Education, Training and Experience:

Position requires education and experience equivalent to a Bachelor’s degree in Healthcare administration plus four (4) years’ experience in long term care or a Master’s Degree in business, public or hospital administration or related field plus two (2) years’ experience in long-term care.

Certifications/Licenses

Current license as a Nursing Home Administrator in the State of Wisconsin as required under Chapters 456.01 and 50.04(2) of Wisconsin Statutes.

Special Requirements

Must have a valid driver’s license, or access to reliable personal transportation, or equivalent. Must have flexibility to adjust work schedule to meet resident, staffing or facility needs. Must be able to speak and write the English language in an understandable manner. No previous convictions for abuse, neglect or mistreatment of others. Free of clinically apparent communicable disease. (Refer to other special requirements noted in the ‘Physical and Environmental Work Requirements’ section below.)

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. For Bilingual Positions

  • Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).
  • Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.
  • If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the position’s bilingual designation.

Physical And Environmental Work Requirements

Works in moderately safe and comfortable conditions within a modern healthcare facility, with potential for exposures to odors, violence and noise. Potential for exposure to infectious waste, diseases, conditions, etc., including blood borne pathogens. May be required to wear personal protective equipment, up to and including, an N95 respirator. Free of clinically apparent communicable disease. Ability to exert physical effort in moderate to heavy work, including lifting, carrying, pushing and pulling, and moving a minimum of 50 pounds unassisted. Ability to assist in the evacuation of residents. Ability to move intermittently throughout the workday. Must be able to respond to codes. Ability to run up one (1) flights of stairs. Must be able to see and hear or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met. Ability to cope with the physical, mental and emotional stress of the position and be in good general health. Must be able to relate to and work with the ill, disabled, elderly, emotionally upset, and, at times, hostile people within the facility. Must be able to safely and effectively work with verbally and physically aggressive residents.

Knowledge, Skills And Abilities

Knowledge of Federal and State regulations (including Medicare and Medicaid) pertaining to the operation of a skilled nursing facility, and State statutes and County ordinances covering operation of nursing homes and the provision of health care services. Knowledge of administration principles of a large institution operation to provide skilled nursing care, rehabilitation and long-term psychiatric care. Knowledge of state survey process and writing plans of correction. Knowledge of facility organization, administration, standards and regulations. Knowledge of business practices as related to institutional operations. Ability to plan, organize, staff and direct and coordinate all administrative functions of a health care center. Must have appropriate skills to lead the change process and to create and communicate vision. Knowledge in conflict resolution/mediation, as well as team consensus building. Ability to monitor budget lines and assure that budget targets are met (including the development of alternative plans). Ability to represent the facility at official and public functions. Ability to establish and maintain effective relations with County officials, associates, employees and the public. Ability to read, analyze, and interpret scientific and technical journals, financial and medical reports, and legal documents.

Bilingual Pay: Employees who work in bilingual designated positions receive an additional $2.00 per hour.

Undesirable Hours Premium Pay: Employees may receive undesirable hours pay of $2.00 for anytime worked between 6:00 p.m. and 6:00 a.m and for anytime on Saturday and/or Sunday. (not applicable with all employee groups).

Paid Parental Leave: Dane County also provides 12 weeks of paid parental leave for birth or adoption of a child.

Caregiver Leave: Dane County offers 80 hours of paid leave to care for an ill family member.

Telecommuting: Telecommuting allows employees to work remotely for all or part of their work week. Dane County considers telecommuting to be a viable, flexible option when both the employee and the job are suited to such an arrangement. Dane County will permit telecommuting when it benefits the productivity of the employee and their department and if determined by employee's department that telecommuting is not detrimental to either the County or the employee.

Student Loan Forgiveness: If you are employed by a government or not-for-profit organization, you may be able to receive loan forgiveness under the Public Service Loan Forgiveness (PSLF) Program.

WI Retirement System: Employees hired after 7-1-11 must be expected to work a minimum of 1200 hours annually to be enrolled in the Wisconsin Retirement System when hired.
