The Dallas Children's Advocacy Center is seeking an experienced Human Resources Generalist, Payroll & Benefits for the Human Resources Department.

General Description

The Human Resources Generalist, Payroll & Benefits serves as the primary point of contact for payroll processing and benefits administration while providing comprehensive HR generalist support across recruitment, onboarding, employee relations, HR compliance, training coordination, and employee engagement. This role ensures payroll accuracy, maintains benefit enrollments and reconciliations, and supports day‑to‑day HR. The position also acts as a resource to staff for questions related to pay, benefits, timekeeping, and HR processes while contributing to HR initiatives, culture‑building efforts, and agency‑wide strategic goals.

ABOUT DCAC: The mission of the Dallas Children's Advocacy Center is to improve the lives of abused children in Dallas County and to provide national leadership on child abuse issues. DCAC is a non-profit organization and the only agency of its kind in Dallas County, working in agreement with public and private agencies to investigate, prosecute, and provide healing services for child abuse

cases in Dallas County. We reduce the victimization of the child, remove barriers to investigation and treatment, and enhance criminal prosecution with our distinctive multidisciplinary and united approach to these complex and severe cases, all at no cost to our clients. Each year, DCAC serves over 13,000 children and their non-offending family members.

for our expertise in the identification, investigation, and prosecution of child abuse cases; cutting edge clinical services and programs for the victims and their non-offending family members; and our community and professional training programs.

Essential Duties And Key Responsibilities

Employee Relations & HR Support

  • Provide guidance to employees on HR‑related matters and serve as a resource for policy interpretation.
  • Promote a positive and inclusive workplace culture rooted in DCAC’s core values.
  • Respond to daily HR inquiries, HR email inbox messages, and employee support needs.
  • Maintain employee personnel files and HR records in compliance with agency policies.

Payroll, Compensation & Timekeeping

  • Process accurate bi‑weekly payroll and manage garnishments, bonuses, allowances, and pay changes in compliance with policies and regulations.
  • Monitor timekeeping, audit payroll reports, and maintain updated payroll procedures and documentation.
  • Serve as the primary resource for employee and manager payroll inquiries and discrepancy resolution.
  • Oversee W‑2 processing, payroll tax reporting, and support related federal, state, and local audits.
  • Prepare required reports, including EEO‑1 and internal payroll metrics, while maintaining strong proficiency in payroll systems and best practices

Benefits Administration

  • Serve as the primary resource for employee benefits inquiries, vendor coordination, and employee education on health, voluntary, and retirement programs.
  • Lead annual open enrollment, employee meetings, and ongoing benefits communications while reconciling carrier invoices and ensuring accurate payment processing.
  • Oversee ACA, ERISA, and 403(b) reporting requirements, support related audits, and manage FMLA tracking, disability claims, leave processes, and workers’ compensation communication.
  • Support benefits‑related RFP processes and ensure compliance across all benefit programs.

Recruitment, Onboarding & Orientation

  • Support recruitment through scheduling, preliminary interviews, applicant screening, and ATS updates.
  • Assist with new hire onboarding, orientation setup, and preparation of new hire materials.
  • Issue onboarding and compliance courses and track participation in the learning system.
  • Maintain onboarding checklists and ensure timely completion of all required processes.
  • Manage employee referrals and communications with hiring teams.

HR Compliance

  • Ensure adherence to federal, state, and local employment laws and regulations.
  • Administer and track background checks, DFPS checks, drug testing, and other pre‑employment requirements.
  • Assist with internal audits, reporting, and policy updates.

Training, Culture & Employee Engagement

  • Coordinate employee recognition programs, appreciation events, holiday gatherings, and monthly staff appreciation activities.
  • Prepare and distribute monthly employee newsletters and internal communications.
  • Assist with training coordination, including 403(b) education sessions and LMS course setup.
  • Assist with new employee orientation training sessions.

Other Duties

  • Prepare HRIS reports and compensation spreadsheets as needed.
  • Attend ongoing HR/payroll/benefits training to maintain up‑to‑date knowledge.
  • Represent the HR team at job fairs and community events.
  • Serve as backup for HR team responsibilities as needed.

Qualifications

QUALIFICATIONS AND SKILLS

Education & Experience

  • Associate degree in Human Resources, Business, Accounting, or related field required (Bachelor’s degree preferred).
  • Minimum 3 years of experience in an HR generalist capacity and at least 6 months of payroll processing experience for 100 employees, OR equivalent combined experience in HR, payroll, and benefits.
  • Experience with Paycom HRIS highly preferred.
  • Strong background in payroll, benefits administration, and HR practices.

Licenses & Certifications

  • Clear and valid Texas Driver’s License.
  • HR certification (PHR, SHRM‑CP, etc.) a plus.

Knowledge, Skills & Abilities

  • Advanced understanding of payroll functions, tax regulations, internal controls, and compliance.
  • Strong knowledge of employee benefits including health, voluntary, and retirement plans.
  • Working knowledge of HR laws, regulations, and best practices.
  • Strong interpersonal, communication, and customer service skills.
  • High level of confidentiality, judgment, professionalism, and cultural sensitivity.
  • Excellent problem‑solving skills, accuracy, and attention to detail.
  • Ability to work independently and collaboratively in a fast‑paced environment.
  • Proficiency in Microsoft Office and HRIS/Payroll systems.
  • Creative and resourceful with strong organizational and time‑management skills.

Work Environment

Work Location: All work must be performed in the office due to employee confidentiality. DCAC employees may be considered for a Hybrid Work Schedule (HWS) on a case-by-case basis. These considerations are based on situations where the HWS has been shown to accomplish work and personal goals, provide coverage for individual department/program operations, and serve DCAC clients, the department, partners, donors, and community members.

Mental and Physical Abilities: Duties are usually performed seated with occasional periods of standing or walking. Limited physical effort is required associated with lifting and carrying objects (less than 25 lbs).

Working Conditions: Work may be performed but is not limited to an office environment.
