Job: Senior Technical Project Manager – Application Development
Location: on-site 3x/week in Philadelphia, PA
Duration: 1 year contract
We are seeking an experienced Technical Project Manager to support application development delivery teams and ensure successful technology delivery across complex initiatives. This role requires a strong technical foundation, ideally from a background in software development and/or quality assurance, with the ability to bridge engineering teams and business stakeholders. The ideal candidate has "grown up” in a technical role and brings deep understanding of the software development lifecycle to project execution.
Key Responsibilities:
- Lead and manage application development projects from initiation through delivery, ensuring alignment with business and technical objectives
- Partner closely with engineering, architecture, QA, product, and business teams within highly technical environments
- Leverage prior hands-on experience in software development and/or QA to drive informed planning, estimation, risk identification, and issue resolution
- Establish and promote project management standards, policies, strategies, and best practices across delivery teams
- Manage a diverse and complex portfolio of projects simultaneously, balancing scope, schedule, dependencies, and technical constraints
- Lead cross-functional project teams across development, testing, infrastructure, and operations
- Influence high-impact delivery decisions through a strong understanding of system architecture, integration points, and quality considerations
- Stay current on industry and marketplace trends; apply relevant case studies and best practices to delivery execution
- Provide clear, concise communication of project status, risks, and technical trade-offs to stakeholders at all levels
Required Qualifications:
- Proven experience as a Technical Project Manager supporting application development teams
- Prior hands-on background in software development (.NET and/or Java) and/or Quality Assurance, with a solid understanding of SDLC and testing practices
- Experience managing projects across multiple applications, platforms, and technologies
- Demonstrated success leading cross-functional, technical project teams
- Strong understanding of project management methodologies, delivery frameworks, and governance models
- Ability to influence outcomes and contribute to wide or high-impact initiatives
- Excellent communication, leadership, and stakeholder management skills
Preferred Attributes
- Experience working in Agile (Scrum, Kanban, Waterfall)
- Prior Healthcare experience
- Ability to translate technical concepts into business-friendly communication
- Experience supporting enterprise-scale or multi-program initiatives
- Comfort operating in complex environments with competing priorities and aggressive delivery timeline
