FULL SALARY RANGE: $58,606- $91,571/year

LOCATION: Hybrid; telework and in-person at either the Northern Service Center in West St. Paul, MN; the Western Service Center in Apple Valley, MN; or the Judicial Center in Hastings, MN.

The Community Corrections Program Analyst position performs complex professional work that combines the knowledge of department programs and practices with the systematic application of county and state software systems. The role partners with other analysts to ensure internal and state system data and reporting are compliant with county, state and federal mandates. Position will provide staff training, communication, technical, and professional support as well as expertise in data administration, and evaluations. Position is focused on system and program support, data integrity, analytics, reporting, and escalation of critical issues to appropriate teams. There is currently one Program Analyst position open.

The Community Corrections Program Analyst will prepare routine and ad hoc management level reports by extracting, analyzing, and presenting information from Department information systems; schedule, monitor, develop, perform, and implement quality assurance measures for various systems; provide user training, design surveys; conduct statistical analysis and data visualization; and assist with Department and Divisional data collection projects.

LOCATION & SCHEDULE: This is a hybrid position that offers a mix of telework and in-person work at either the Northern Service Center in West St. Paul, MN; the Western Service Center in Apple Valley, MN; or the Judicial Center in Hastings, MN. The location will be determined upon hire. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.).

Minimum Qualifications


NEED TO HAVE QUALIFICATIONS

  • Bachelor's Degree in criminal justice, human services, public policy, business or public administration, political science, economics, quantitative or statistical analysis, or a closely related field, ORfour years of full-time work experience related to technology implementation, planning, analysis, evaluation, performance measurement, or project management.

OR

  • An equivalent combination of education and work experience, as noted above, to total four years.

NICE TO HAVE QUALIFICATIONS

  • Experience with advanced database reporting software, such as Access, SQL, or Crystal Reports.
  • Experience developing reports and dashboards using tools such as Power BI
  • Experience conducting data analysis.

Duties & Responsibilities

  1. Provide statistical analysis and outcome measurement research for the development of programs and processes.
  2. Plan, design, and maintain quality assurance systems
  3. Assist in identifying and accessing data and data sources that are relevant to program/practice/policy interpretation.
  4. Demonstrate knowledge of basic research and data collection techniques and tools for project/program purpose and use.
  5. Applies suitable statistical methods, tools, and/or resources to collect data.
  6. Assists in interpreting findings through effective integration of subject matter, stakeholder, and organizational knowledge.
  7. Coordinates simple projects and assists others in facilitating coordination of new initiatives or processes.
  8. Recommends alternatives when evaluation of data and outcomes warrants corrective actions.
  9. Serves as a liaison with other Departments and Divisions as well as external partners, as appropriate.
  10. Responds to ad hoc requests for analytical or continuous improvement support

Knowledge, Skills & Abilities and Work Environment


Required at time of hire:

  • Knowledge of governmental organizations, administrative procedures, and operations.
  • Knowledge of research techniques and of basic evaluation, statistical analysis, and accounting principles.
  • Ability to evaluate information, prepare recommendations, and produce clear and accurate reports.
  • Advanced ability to work both independently and as a member of a team to complete complex projects.
  • Considerable ability to adjust to shifting priorities, timelines, and customer needs.
  • Considerable ability to communicate orally and in writing in a clear and concise manner.
  • Considerable organizational ability; ability to effectively manage time.
  • Knowledge of and experience with Microsoft Excel, SQL, and Power BI

Demonstrated Within 6-month probationary period:

  • Coordinate simple projects and assist others in facilitating coordination of new initiatives or processes.
  • Comprehensive knowledge of departmental programs, policies and procedures and knowledge of State, Federal and County guidelines for appropriate programs.
  • Demonstrated ability to establish and maintain effective working relationships with colleagues, project sponsors, and senior management.
  • Ability to assist in interpreting findings through effective integration of subject matter, stakeholder, and organizational knowledge.
  • Ability to assist in identifying and accessing data and data sources that are relevant to program/practice/policy interpretation.

WORK ENVIRONMENT: Work is primarily sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday or in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, laptops, notebooks, and data processing reports.
