Position Summary:

The Roosevelt Terminal Manager is accountable for the safe, efficient, and compliant execution of crude oil transportation operations within the Uintah Basin. This position provides direct leadership and operational oversight for the Roosevelt Terminal, as well as associated yard operations in Vernal and Salt Lake City.

The Terminal Manager is responsible for achieving and sustaining injury- and incident-free operations through the implementation, monitoring, and enforcement of company safety policies, regulatory requirements, and best operating practices. Key performance areas include safety performance, customer service metrics, operational reliability, cost efficiency, staffing effectiveness, driver performance management, incident response and corrective action, and employee engagement and morale.

This role leads and develops supervisory and driver teams to meet established performance targets, ensures adequate staffing levels to support operational demand, and drives continuous improvement through performance analysis, coaching, and accountability. The Terminal Manager is also responsible for managing operational incidents, conducting root cause analyses, and implementing corrective and preventive actions to reduce risk and improve performance outcomes.

In addition, the Roosevelt Terminal Manager shares responsibility with the Sigurd Terminal Manager for the coordination and support of sleeper truck operations originating from Sigurd and operating within the Basin. This includes collaboration on asset utilization, driver scheduling, safety oversight, and operational consistency to ensure service reliability and compliance with company standards.

Key Responsibilities:

Operational Efficiency

· Manage the recruiting and hiring process with the assistance of the Human Resources department.

· Foster and steward employee performance by recognizing employee strengths and holding employees accountable for subpar performance.

· Ensure employee coaching and discipline follows company policies and procedures to change negative behaviors when identified.

o The terminal manager is responsible for managing the discipline process through investigation, initiating incident review meetings, and documenting the process.

· Manage and maintain the Terminal Driver Schedule.

o Schedules must provide our customers with adequate coverage.

o Comply with all DOT Regulations.

o Manage Schedule Changes/Vacations and other driver accommodations. These must meet truck availability needs and DOT Regulations.

· Manage and approve Driver Payroll

o Review Hardship Mile Spreadsheet.

o Review and approve vacation requests

· Manage drivers through training and coaching to maximize their performance without compromising Safety and Customer Service.

· Ensure and oversee that Roosevelt vehicles remain operationally safe and roadworthy. This is a shared responsibility with Roosevelt Shop Manager and Company Fleet Director.

o Preventative Maintenance schedules are maintained.

o Vehicle Inspection Reports are being used, and repairs are being made in a timely manner.

o Ensure truck breakdowns are handled as efficiently as possible.

· Communicate with Dispatch to ensure Basin Loads are being dispatched using the following guidelines, in this order:

o Safety/Hours of Service Regulations

o Customer Requirements

o Operational Efficiency

· Communicate with Dispatch to ensure trucks are scheduled to meet their regular preventative maintenance appointments.

· Review and analyze monthly and quarterly profit and loss statements, providing insights, using results to guide strategic and operational decision-making and optimize terminal operations and profitability.

· Control costs on utilities, facility maintenance and driver supplies by working with terminal personnel and drivers on purchasing and efficient use of supplies.

· Manage and maintain Terminal Facilities.

Safety Operations

· Ensure the training of all drivers from orientation to annual refreshers.

o Schedule all training, coaching, ride along, new hire orientation.

o Ensure that all training is documented and forwarded to the Human Resources department for retention.

o Along with the Safety Director, manage Driver Trainers. Coach and assist Driver Trainers in developing training skills. Ensure DTs are following training procedures/processes and supporting the Safety Culture.

· Policy and Procedures enforcement

o Ensure all employees know and follow Company Policies and Procedures.

o Work with directors and management to create/update procedures for all tasks. The process will identify potential hazards and create procedures to mitigate the hazards. All procedures will be structured to be safe and efficient.

· Incident Management

o Ensure all incidents are managed following written Emergency Response Plan and Customer Requirements.

o Promptly conduct investigations of all incidents involving area of operation, following company investigation procedures. Involve other members of management in investigation when necessary. Investigations will determine the root cause of incident and solution(s). They will be documented/communicated to customers (when necessary) and all employees to prevent future incidents.

· Monthly safety meetings

o Coordinate with Directors and management to facilitate monthly safety meetings.

o Attend & participate in Monthly Safety Meetings.

Customer Relations and Satisfaction

· Ensure operations exceed our customers’ requirements by:

o Ensuring injury and incident free operations

o Consistent driver and truck availability for our customers.

o Remaining flexible to respond to changing customer requirements.

o Be available to immediately respond and correct customer concerns.

o At a minimum, weekly face to face meetings with the customer.

§ Ensure that the lines of communication remain open.

Collaboration & Communication

· Work closely with Management and leaders to promote a safe and inclusive culture.

· Lead by example by being supportive, fair, and trustworthy.

· Recognize and reinforce positive performance and hold fellow coworkers accountable.

· Serve as the primary point of contact for drivers and customers.

· Listen to driver concerns and maintain open lines of communication.

· Participate in meetings with other members of management and provide input on operational considerations.

Metrics & Continuous Improvement

· Track performance metrics, including incident/accident reporting, speed gauge, hard events, hours of service, truck efficiency and utilization, fuel efficiency, paperwork and run ticket completion, and attendance.

· Identify trends and opportunities to enhance operational performance and recommend improvements.

Compliance & Auditing

· Collaborate with HR and management to ensure proper documentation of policies, incidents, accidents, inspections, and employee training records.

· Collaborate with HR and Operations Director to ensure that the claims management process is initiated and followed (including workers compensation, auto/equipment, and other liability policies as assigned) includes initial reporting, developing, and implementing mitigation strategies in partnership with operations and claims administration, though return -to work and claim closing.

· Collaborate with Safety to ensure that driver logs and records are regularly audited for accuracy and regulatory compliance.

· Ensure that Safety Supervisors regularly monitor Motive cameras for accuracy and operation; help repair/address any technical issues if needed.

Qualifications:

· High school diploma or equivalent

· Minimum 7-10 years of experience in transportation safety, preferably in hazmat or oil field operations.

· Valid commercial driver’s license preferably with TSA, Hazmat, tanker, double/triple endorsements.

· Strong knowledge of federal and state safety laws, particularly FMCSA, DOT, OSHA regulations, and hazmat transportation requirements.

· Proficiency with Microsoft Excel and Outlook

· Ability to travel to field locations as needed.

· 60% Office-based work with 40% field-based work.

· Regularly travel to shops and operational sites.

· Exposure to outdoor environments and hazardous materials with appropriate PPE provided.

Physical Requirements:

· Ability to lift and carry up to 50 lbs.

· Frequent standing, walking, bending, and climbing.

· Manual dexterity to operate equipment.

· Tolerance for exposure to noise, fumes, dust, and varying temperatures.

Work Schedule:

· Schedule: Monday – Friday; 8 am – 5 pm (may fluctuate depending on daily operations)

· Hours: Between 40 to 50 hours a week

· Will need to be available via phone or email after hours.

· Will be required to work both day and evening (am/pm) shifts and weekends depending on customer needs, incidents, accidents, or to cover for vacations.

· Will be required to travel to satellite terminals on occasion to fill in, conduct driver observations, release rides, or in-person training.

Pay: $90,000.00 - $140,000.00 per year
