The Project Engineer will manage the technical execution of construction projects from design through closeout, ensuring work is completed safely, on schedule, within budget, and in compliance with contract requirements. This role acts as the technical lead on site and in the office, coordinating designers, contractors, subcontractors, and government stakeholders. USACE project experience is highly desirable.
Key Responsibilities
- Serve as the technical lead for assigned construction projects, interpreting plans and specifications and resolving design and construction issues.
- Prepare, review, and approve technical submittals, shop drawings, RFIs, and change order documentation.
- Ensure compliance with USACE contract requirements, standards, and specifications; coordinate with USACE representatives and inspectors as required.
- Develop and maintain project schedules and critical path activities; monitor progress and implement corrective actions to mitigate delays.
- Perform quality assurance and quality control inspections, document non-conformances, and verify corrective actions.
- Coordinate procurement of materials and equipment, support bid reviews, and manage subcontractor technical performance.
- Review cost reports, support budget tracking, evaluate potential change orders, and provide input for cost forecasting.
- Prepare regular technical reports, progress updates, meeting minutes, and as-built documentation for stakeholders.
- Conduct site visits to observe construction activities, oversee testing and commissioning, and validate completion of milestones.
- Promote and enforce safety programs and procedures, ensure compliance with OSHA and site-specific safety plans.
- Mentor and provide technical guidance to junior engineers, interns, and field staff; support training and development.
- Collaborate with design engineers, surveyors, and environmental specialists to resolve multidisciplinary issues and maintain project alignment.
Qualifications
- Bachelors degree in Civil Engineering, Construction Engineering, or related field; Masters or additional construction management coursework is a plus.
- Professional Engineer (PE) license preferred or Engineer-in-Training (EIT) with a path to licensure.
- 1 year of construction engineering experience preferred; prior experience on USACE projects or other federal construction contracts strongly preferred.
- Demonstrated knowledge of USACE specifications, contract administration, and government construction processes.
- Proficiency with construction management software (MS Project, Primavera P6), document control platforms (Procore, Aconex), and design tools (AutoCAD, Revit, BIM workflows).
- Strong understanding of construction means and methods, materials, testing procedures, and quality control practices.
- Excellent written and oral communication skills with experience preparing technical reports and coordinating across multi-discipline teams.
- Proven ability to manage schedule, cost, and risk; experience preparing and evaluating change orders and claims.
- Valid drivers license and ability to perform field inspections; OSHA 30-hour certification or equivalent preferred.
- Ability to obtain necessary security clearances or meet background requirements for government project access, if required.
