Title: Manager, Instrumentation & Control Engineering (SCADA)
Location: Sun City, AZ (Flexible schedule)
Position Overview
We are seeking a results-driven Manager of Instrumentation & Control (I&C) Engineering to lead the design, implementation and lifecycle support of control systems for water and wastewater treatment facilities. The role combines technical ownership of PLC/SCADA/HMI solutions (including AVEVA), VLAN network architecture, and automation strategies with people and project management responsibilities. You will ensure reliable, secure, and compliant control systems that meet operational objectives, budget and schedule while driving continuous improvement and mentoring an engineering team.
Key Responsibilities
- Lead a team of instrumentation, controls and automation engineers across design, commissioning and lifecycle support for water and wastewater treatment projects.
- Define technical scope, architecture and standards for PLCs, SCADA/HMI (including AVEVA), DCS integrations and field instrumentation to meet regulatory and operational requirements.
- Develop and validate control system designs, logic, I/O lists, P&IDs, loop diagrams, and instrument specifications.
- Design and oversee control network architecture including industrial Ethernet, VLAN segmentation, cybersecurity best practices and integration with enterprise systems.
- Manage project budgets, schedules, resource allocation, risk mitigation and vendor/contractor performance to deliver projects on time and on budget.
- Lead factory and site acceptance testing (FAT/SAT), commissioning, startup and performance validation activities; troubleshoot complex system issues.
- Implement standards, procedures and documentation practices for software baselines, change control, versioning, testing protocols and maintenance manuals.
- Collaborate with operations, maintenance, SCADA administrators and stakeholders to develop alarms, HMI displays, operator procedures and training programs.
- Drive continuous improvement initiatives for reliability, maintainability and automation to reduce operating cost and improve process performance.
- Ensure compliance with industry codes, safety regulations and quality management processes; support permitting and audit activities as required.
Qualifications
- Bachelors degree in Electrical, Control Systems, Instrumentation or related engineering discipline; Masters degree or professional registration (PE) desirable.
- Minimum 8 years of instrumentation and control engineering experience, with at least 3 years in a supervisory or management role; proven experience in water and wastewater treatment facilities preferred.
- Hands-on experience with PLC programming, SCADA/HMI development and configuration experience with AVEVA (e.g., System Platform/InTouch) strongly preferred.
- Strong knowledge of industrial networks and protocols, including Ethernet, VLAN design, Modbus, OPC, and cybersecurity practices for OT environments.
- Proven track record of delivering control system projects including design, FAT/SAT, commissioning and handover to operations.
- Familiarity with process control concepts, instrumentation selection, loop tuning, PID control and plant automation strategies.
- Experience with vendor management, contract review, procurement of I&C equipment and third-party integrators.
- Excellent leadership, communication and stakeholder management skills; ability to mentor engineers and work across multidisciplinary teams.
- Project management skills with aptitude for schedule and budget control; PMP or equivalent certification is a plus.
- Willingness to travel to project sites for commissioning and client meetings; valid drivers license.
