Essential Job Duties

The primary function of this position is to coordinate and perform a variety of administrative, technical and field tasks in accordance with the rules and regulations of Public Housing and Section HCV Program. Work involves enforcement of HQS required by HUD. Frequent exercise of independent judgment and a high degree of decision making are required of employees in this class.  Direct supervision is received from the Deputy Director of Quality Control or other administrative supervisor, but the employee may have wide latitude in the performance of duties.  Direct supervision may be exercised over a clerical staff.  Perform related work as required and listed below:

• Daily generation of reports pertaining to placing and lifting abatements from e-minus system 

• Place and lift abatements in a timely manner using the Yardi System 

• Refer units with a result of vacant, deceased, or moved for proper processing 

• Prepare listings of proposed terminations due to failure to permit inspections for approval 

• Process all approved terminations 

• Research and Process ITT and final termination for units with tenant caused damages ad or other related HQS Family Violations 

• Represent CHA/CVR at hearings pertaining to ITT’s for HQS matters 

• Maintain log of all abatement activities  

• Research landlord and tenant complaints regarding abatement issues and process other related Sales Force tickets 

• Troubleshoot problem abatements and pull monthly Change of Ownership Report from Yardi 

• Make recommendations to senior management with regards to requests from landlords for the retroactive removal of abatements 

• Responsible for communicating with inspections in regard to Housing Quality Standards (HQS) enforcement 

• Perform HQS Enforcement Quality Control Desk reviews 

• Compile report of units in abatement 90 days or more for processing  

• Accurately close out Sales force cases 

• Process manual payment adjustments as needed 

Qualifications and Experience

-BA degree in office technology or similar and two (2) years of clerical/accounting experience or AA degree AND 4 years of clerical/accounting experience 

• 3-5 years of previous experience working with the public in a Housing Choice Voucher, low-income tax credit, property management/compliance, or similar non-profit programs working with low-income families.
• Must possess 3-5 years of client service experience.
• A combination of training, education, and experience that is equivalent to the employment standard listed above and that would provide the required knowledge and abilities
• Experience working in a high-volume call and production environment with high performance guidelines and stringent deadline
• Knowledge of public sector housing authority programs and systems is a plus
• Successful completion of CVR training modules and exams
• Attend and participate in seminars, webinars, and/or workshops as required
