Job Title: PSM Coordinator (Process Safety Management) Location: San Antonio, TX Reports To: Director of Maintenance Department: Maintenance Industry: Food Manufacturing (Sous Vide)
Position Summary: Responsible for the implementation and coordination of the elements of PSM (Process Safety Management) and RMP (Risk Management Plans), regulatory compliance and the integrity of the ammonia system.
Key Responsibilities:
- Implement PSM programs and ensure that regulatory requirements are met as a minimum as directed by the Industrial Refrigeration Manager.
- Provide direction to the PSM teams and assistthe plants in developing, implementing and sustaining plant specific policies, procedures, programs and training to achieve and maintain compliance with Health & Safety and environmental laws and regulations.
- Conduct routine meetings with designated refrigeration personnel.
- Implement corporate programs and systems that drive consistency while ensuring that procedures and practices are aligned with state and federal laws and regulations.
- Maintain a working knowledge of PSM (14 elements), RMPand applicable state and federal rules and regulations. Provide technical and high level PSM related training as required.
- Implement and maintainthe above regulations, requirements and programs.
- Conduct audits and inspections of plant performance and activities.
- Educate personnel on program aspects to include:hazard recognition, inspections and how to address gaps.
- Coordinates, and participatesin PSM and RMP program activities at a local and asset level which include management of change, pre-startup safety review, and process hazard analysis activities. The PSM Coordinator also coordinates and participates in field MOC and PSSR meetings when needed.
- The PSM Coordinator monitors and assistsin training on operating procedures including the annual review/certification and initial/refresher training. The PSM Coordinator assists in creating and updating operating procedures when needed as well as maintaining the operating procedure training matrix. Conducts PSM and RMP training to facility, asset, regional employees and contractors.
- Oversees, coordinatesand participates in employee participation activities in accordance with PSM and RMP programs.
- Promotes a processsafety culture and drives improvements in the PSM/RMP programs.
- Oversees and coordinates development and updates to a facility's processsafety information as required by PSM/RMP regulations.
- Assistsin maintaining the facility's RMP plan including the offsite consequence analysis as needed.
- Assistson corporate PSM/RMP compliance audits as needed.
- Provides support during OSHA and EPA audits of the PSM and RMP programs, and other regulatory audits of refrigeration systems.
- Coordinates data retrieval, compilation, and reporting for company's process safety key performance indicator metrics.
- Provide direction to Corporate Risk Management, Engineering, Maintenance and contractors for refrigeration and related cooling projects / modifications.
- Define and prioritize site programs to meet the needs of regulatory compliance, risk analysis recommendations, corporate policies, site specific proceduresand audit findings. Assist plant staff in prioritization of action items to address gaps.
- Provide technical direction related to required mechanical integrity elements to be included in overall refrigeration maintenance actions at the plant.
- In addition, the incumbent must be able to conduct training in both small and large group settings.
- Manage electronic documentation through file share program, Sharepoint, as well as electronic PSM management tool, APSM.

- Performs other similar or related duties as requested or assigned.
- Notify designated personnel of any environmental and safety incidents, or risks not previously documented, in accordance withEnvironmental Awareness and or Safety training.
Qualifications:
Education /Experience:
Must have an associate's degree in a technical topic and at least 3 years' experience leading and coordinating PSM and RMP activities. Knowledgeable of the PSM Standard and RMP rule and be able to lead associated activities at the facility and asset level
Preferred Experience:
Certificates, Licenses, Registrations:
Formally trained in facilitating HAZOP and What-if/Checklist PHAs or be willing to complete such training.
Special Training/Skills:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
