The position is located in the Office of Human Resources, Employee and Labor Relations which is responsible for administering a comprehensive employee and labor relations program that includes establishing and implementing policies, procedures, and practices to address employee misconduct, performance issues, union negotiations, grievances, etc., throughout the Court Services and Offender Supervision Agency.
- Develops, implements, and interprets agency-wide ELR and labor relations policies, ensuring alignment with laws, regulations, and evolving guidance.
- Acts as the agency's chief spokesperson in labor negotiations and the primary point of contact with unions and the FLRA.
- Manages grievances, unfair labor practices, ADR processes, disciplinary and adverse actions, and suitability cases.
- Advises senior leaders, management officials, employees, and labor organizations on complex ELR matters.
- Participates in agency-wide planning efforts, ensuring ELR requirements and strategies are integrated into organizational initiatives.
- Conducts assessments to identify needs and recommend improvements in ELR programs.
- Maintains strong liaison relationships with federal agencies, academic institutions, and the private sector to stay informed on workforce and labor trends.
- Provides ongoing briefings to CSOSA leadership on ELR issues, program status, and recommended actions.
- Serves as a technical advisor to the Office of General Counsel for third-party proceedings (MSPB, FLRA, arbitration, etc.).
- Supervises staff, manages performance, provides coaching, resolves complaints, and ensures training and compliance with safety and EEO requirements.

Qualifications:
| You may qualify at the GS-14 level if you fulfill the following qualification requirement: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service. Demonstrated specialized experience for this position includes: developing, interpreting, and implementing labor and employee relations policies and programs; serving as a lead negotiator or primary agency representative in collective bargaining or labor-management negotiations; handling grievances, unfair labor practices, disciplinary and adverse actions, and other third-party proceedings; providing authoritative guidance to senior leaders on ELR issues; conducting program assessments and recommending improvements; establishing and maintaining relationships with unions, federal agencies, and internal leadership; supervising or leading staff involved in ELR or HR program work; applying EEO principles and ensuring compliance in all personnel management activities. Time-in-Grade: Current or former federal employees who hold a GS position in the preceding 52 weeks must meet the time-in-grade requirement. Applicants must have served 52 weeks as a GS-13 or higher grade in Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
