Join our team for a rewarding work experience. The Property Assessor in Training is an entry level professional/technical position within Assessing Services area of the Land Services Department. The training assignment provides the opportunity to acquire professional certification and build expertise in a developmental role that is subject to regular review and oversight.
The position is accountable for the assessment of residential, seasonal recreational, agricultural real estate and personal property for revaluations; using cost, market and income approaches to valuation for purposes of ad valorem property tax. The work assignment includes a variety of field and office duties and includes participating in Boards of Appeal and Equalization, providing rationale and basis for valuation and classification of properties appraised. Work is performed within established policies, procedures, laws and regulations. Travel and use of personal vehicle is required.
The incumbent works under the direction of the Assessment Supervisor for Land Services and will serve as professional staff support to the Land Services Director, County Administrator and County Board. The position works collaboratively with other various county staff, and external committees, organizations and community members to facilitate an efficient implementation of assessment policies, and to educate citizens on procedures and policies to achieve the vision and goals of the Land Services Department.
Property Inspections: Physically inspects properties to be appraised, determines classification of properties according to use, evaluates construction, condition, special features, functional design and quality to determine value and classification within established policies, procedures, laws and regulations for purposes of ad valorem property tax.
Sales and Income Analysis: Work with Certificates of Real Estate Value and sales studies to obtain sales information about properties to aid in the establishment of property values using mass appraisal techniques.
Boards of Appeal and Equalization: Represents Property Valuation and Classification in professional manner regarding disputes before the Local and County Boards of Appeal and Equalization concerning the estimated market value or classification of property, providing supporting information and resources necessary to allow for the effective review and consideration of assessment and classification determinations.
Customer Service: Respond to citizen inquiries regarding assessment related matters in a professional and service oriented manner including communicating county assessment policies and activities to citizens, property owners, and stakeholders, such as lake associations, business and community groups, as well as to local officials and County Commissioners.
Accountability: Organize time and activities to effectively achieve completion of assessment work and performance objectives as established by the office and through the annual performance appraisal including the completion of daily field activities logs and compliance with all department procedures, guidelines and policies.
Special Projects and Other: Perform all other related assignments as required, including special projects as assigned by supervisor, in a professional and effective manner.
- High school diploma or equivalent.
- One year formal preparation in a related field or equivalent knowledge gained from related experience and/or education.
- Two or more years work experience of a similar nature and scope of responsibility.
- Attain Certified Minnesota Assessor designation within 13 months from date of hire (time may be extended based on the availability of applicable courses offered by MAAO).
- Valid state issued driver's license.
- Personal automobile with current valid vehicle insurance for use in county appraisal business.
- Strong analytical skills in the areas of mathematics, statistics and finance
- One year of post high school education in a related real estate field or the equivalence of Minnesota State Board of Assessors Course B
- College degree in a related field
- Experience with Graphic Information Systems
- Working knowledge of MCIS, APEX, Windows, Excel, Word, Internet and E-Mail
- General knowledge of state and local statutes, rules and policies regarding the assessment process.
- Knowledge and skills applying assessment procedures within a customer-service focused, proactive, CAMA based assessment model.
- Effective communication skills, including personal and interpersonal skills, project management and decision making skills.
- Ability to perform technical field inspections, involving measuring, photographing and judgment of quality and condition of land and improvements.
- Maintain effective relationships with citizens, colleagues, county officials, state agency representatives, contractors and other real estate related groups.
Salary : $53,697 - $80,545
