Job Description: Strategic Communications & Outreach Specialist
Position Overview
The Strategic Communications & Outreach Specialist supports the DHA OSBP by planning, developing, coordinating, and delivering communication products, outreach activities, stakeholder messaging, and external engagement strategies. This role enhances DHA’s visibility with small business stakeholders and ensures consistent, compliant, and mission-aligned communication across digital platforms and events.
Key Responsibilities
Strategic Communication Development
- Support the creation and maintenance of written communication products, including:
- Annual Small Business Executive Summary
- Newsletters
- Training and marketing materials
- Briefings and written stakeholder messaging
- Develop, draft, and coordinate messaging for dissemination via DHA-approved websites, SharePoint, and social media channels.
- Monitor industry and public-facing information platforms, ensuring timely posting of relevant content.
Website & Digital Content Management
- Coordinate with DHA website managers to maintain, update, and manage content on the OSBP SBO SharePoint-based public website.
- Ensure links, data, and digital assets remain accurate, accessible, and aligned with current program requirements.
- Develop dynamic web content to improve accessibility and understanding among small business stakeholders.
Outreach Planning & Execution
- Assist in planning, organizing, conducting, and assessing outreach events (in-person, hybrid, or virtual) as directed by the COR.
- Prepare outreach authorization documentation for senior leadership approval.
- Submit monthly written recommendations on participation in new external events.
- Track, evaluate, and report outreach activities using metrics and performance measures, including semiannual reporting on event value and outcomes.
Stakeholder Engagement Support
- Coordinate OSBP SBO speaking engagements and external outreach opportunities.
- Support communication with industry, small businesses, and program participants.
- Disseminate outreach announcements, event notices, and updates.
Required Qualifications
(Based on duties, competencies, and PWS expectations)
- Bachelor’s degree in communications, public affairs, business, marketing, or related field.
- Experience in government, DoD, or federal acquisition communication roles preferred.
- Strong writing, editing, and content-development abilities.
- Experience in event planning and outreach program support.
- Proficiency with digital communication tools, SharePoint, and social media platforms.
- Ability to coordinate across multiple stakeholders and manage deadlines in a high-visibility environment.
Knowledge & Skills
- Familiarity with federal small business programs and acquisition processes.
- Strong analytical skills for interpreting outreach metrics and program data.
- Ability to craft professional, accurate communications suitable for public and government audiences.
- Excellent interpersonal and organizational skills.
- Capability to handle sensitive information in compliance with DHA and DoD requirements.
