PROJECT MANAGER – TRAFFIC SIGNALS

Job Summary
The Traffic Signal Project Manager is responsible for overseeing and delivering traffic signal and intelligent transportation system (ITS) construction projects throughout the Denver metropolitan area. This role manages all phases of construction—from pre-construction planning through project closeout—ensuring projects are completed safely, on schedule, within budget, and in compliance with Colorado Department of Transportation (CDOT), local municipal standards, and industry regulations.
This individual will coordinate closely with municipalities, engineers, utility companies, and contractors while maintaining a strong focus on safety, quality, and client satisfaction.
Duties and responsibilities
- Define project scope, risks, and deliverables for traffic signal and ITS construction projects.
- Develop and manage detailed project budgets, schedules, and resource plans.
- Oversee all phases of traffic signal construction including:
- Underground infrastructure and conduit installation
- Pull box and handhole placement
- Signal pole and mast arm erection
- Cabinet installation and wiring
- Vehicle detection systems and communications infrastructure
- Ensure compliance with CDOT standards, MUTCD guidelines, National Electrical Code (NEC), and local agency requirements.
- Create and manage construction schedules including milestones and critical path tracking.
- Perform material takeoffs (MTO) and assist with project estimating.
- Manage subcontractors including procurement, performance, and contract compliance.
- Review and process submittals, RFIs, change orders, and pay applications.
- Coordinate with utility companies for power, fiber, and communication tie-ins.
- Serve as the primary liaison between clients, municipalities, engineers, inspectors, and internal teams.
- Conduct regular site visits, inspections, and quality control reviews to ensure adherence to plans and specifications.
- Implement and enforce traffic control plans for work zones to ensure safety of workers and the traveling public.
- Maintain project documentation including as-builts, daily reports, and progress tracking.
- Monitor project costs, forecasts, and profitability.
- Provide regular project updates and reporting to stakeholders.
- Ensure compliance with safety policies, OSHA standards, and company procedures.
- Lead and mentor field teams, foremen, and project engineers.

- Experience with project scheduling software (e.g., MS Project, Primavera P6).
- Familiarity with project management platforms and construction documentation systems.
- Strong understanding of traffic control plans, lane closures, and work zone safety
Work Experience
- Minimum 5 years of experience in traffic signal construction, ITS construction, or electrical project management.
- Experience managing public works or DOT-related infrastructure projects.
- Proven experience with:
- Contractor management
- Budget and schedule management
- Field operations oversight
- Experience working with municipalities or transportation agencies preferred.
Education & Training
- Bachelor’s degree in Construction Management, Civil Engineering, Electrical Engineering, or related field (preferred).
- IMSA (International Municipal Signal Association) certification strongly preferred.
- OSHA 10 or OSHA 30 certification required or ability to obtain.
- PMP certification is a plus but not required.
Working conditions
- Frequent fieldwork in outdoor environments across the Denver metro area.
- Ability to work in varied weather conditions including heat, cold, and inclement weather.
- Exposure to traffic, construction equipment, and job site hazards.
- Occasional travel within the region.
Physical Requirements
- Ability to lift up to 50 lbs.
