Job Description:
Overview:
- The Department of Finance (FIN) currently has a contract with PNC and Capital One for banking services and a contract with Elavon, Inc. for credit card processing. We are in the process of migrating these vendors to JPMorgan Chase Bank, N.A. (JPM) banking and credit card services. The County has numerous business operations that need to migrate from our current credit card processing solution to JPMorgan Chase Merchant Services/Omni Channel Solution for card present payments and to Paymentus for online payments (credit cards, echecks, and digital wallets).
- We are seeking a contractor with initiative, who is a self-starter and able to work independently when given an objective to assist with testing with all aspects of credit card payment for business operations migrating to the JPM solution. Work includes testing payments, receipts, user experiences, user interface, documentation, reconciliation, communication and providing feedback to the County's project management team and software developers. This resource will be needed for at least a year and will require some on-site work as times.
- Contract staff will work side-by-side with County staff to facilitate knowledge transfer.
- Contract staff will report directly to Jhason Abuan, Information Technology Division Chief, in FIN.
- The County reserves the right to terminate this Task Order at any time in accordance with contract terms.
- FIN reserves the right to review and make final decisions as it pertains to staff and their replacement.
Deliverables:
- Must attend a daily 8:45 AM team virtual check-in meeting (non-negotiable).
- All virtual meetings require the candidate to always have their video enabled (non-negotiable).
- Participation in project management meetings that are remote and some in-person if required (non-negotiable). This may require visiting various Montgomery County business operations.
- Developing various positive and negative testing scenarios and corresponding test scripts when making online and card present payments and documenting test results using the County's tools (e.g. Visio, OneNote, SnagIt, etc.)
- Providing feedback on the user experience (UX) of making payments, requesting refunds, reviewing receipts for online payments, in-person payments, and IVR (Interactive Voice Response) phone payments.
- Providing feedback on payment reports and files used for researching payments and reconciliation to County’s ERP system.
- Providing input for change management communications to payment application users.
- Provide post Go Live support for business operations that have cut over to the new JPM platform for troubleshooting payment issues.
- Documentation as required to support payments.
- Other tasks related to testing payments required by the County's project management Team.
- Develop, review, maintain, and update Standard Operating Procedures (SOPs) for credit card acceptance, online payment workflows, and in‑person transactions to ensure consistent and compliant processing.
