Job Title: Administrator – Level 7 Adult Residential Facility (ARF)
Location: San Marcos
Position Summary
The Administrator is responsible for the overall leadership, operation, and regulatory compliance of a Level 7 Adult Residential Facility (ARF) serving individuals with developmental disabilities and complex medical and/or behavioral needs. This role ensures the delivery of high-quality, person-centered services in accordance with Individual Program Plans (IPPs) and behavior support plans.
The Administrator ensures full compliance with all applicable regulations and standards established by the California Department of Developmental Services (DDS), Title 17, and the California Department of Social Services Community Care Licensing Division (CCLD), including Title 22 requirements for ARFs.
Key Responsibilities
Regulatory Compliance & Risk Management
- Ensure continuous compliance with DDS, CCLD, Title 17, and Title 22 regulations
- Maintain ongoing readiness for licensing inspections, DDS reviews, and audits
- Oversee incident reporting, Special Incident Reports (SIRs), and required follow-ups
- Ensure adherence to health, safety, infection control, and emergency preparedness standards
Clinical & Program Oversight (Level 7)
- Oversee delivery of enhanced behavioral and clinical services appropriate for Level 7 care
- Coordinate closely with licensed clinicians (e.g., BCBA, LVN/RN, psychiatrists)
- Ensure implementation of behavior intervention plans and restrictive intervention protocols (as applicable)
- Monitor residents with complex needs, including dual diagnoses and high-risk behaviors
Operations Management
- Direct all day-to-day operations of the facility, ensuring a structured, therapeutic environment
- Ensure services are aligned with IPPs, behavior plans, and regional center expectations
- Maintain appropriate staffing ratios and coverage for higher acuity care
Staff Leadership & Development
- Recruit, hire, train, and supervise direct care, behavioral, and clinical support staff
- Ensure all staff meet Level 7 training and competency requirements
- Provide leadership, coaching, and performance management
- Ensure completion of required certifications (e.g., CPI/Pro-ACT, medication training)
Documentation & Quality Assurance
- Oversee all resident records for accuracy, completeness, and compliance
- Implement quality assurance and performance improvement systems
- Ensure documentation supports billing, service authorization, and regulatory compliance
Financial & Administrative Oversight
- Manage facility budget, staffing costs, and operational expenses
- Ensure services align with authorized funding and regional center agreements
- Oversee vendor contracts and resource allocation
Stakeholder Communication
- Serve as primary liaison with regional centers, families, and regulatory agencies
- Participate in IPP meetings and interdisciplinary team coordination
- Ensure timely and professional communication across all stakeholders
Minimum Qualifications
- Bachelor’s degree in human services, healthcare administration, or related field (required or strongly preferred)
- Minimum 3–5 years of experience in residential care, with at least 2 years in a supervisory or administrative role
- Experience working with individuals with developmental disabilities and high behavioral/medical needs
- Strong knowledge of Title 17 and Title 22 regulations
- ARF Administrator Certification (or ability to obtain within required timeframe)
- Ability to pass all background checks and licensing requirements
