CPS HR Consulting is seeking experienced and engaging Instructors to support public-sector clients across Texas. This is an ideal opportunity for a seasoned instructor who enjoys developing people, leading engaging learning experiences, and translating real-world management experience into practical tools for supervisors, managers, and emerging leaders.
In this role, you will serve in a project-based W-2 consulting capacity with flexible, as-needed engagement. Hours and training project assignments will vary based on client needs and are not guaranteed.As an Instructor with CPS HR Consulting, you will partner with public sector clients to deliver high-quality training and facilitation services, including:
- Facilitate engaging, interactive training sessions for supervisors, managers, and leadership teams
- Deliver courses focused on leadership development, foundational supervision, management practices, workplace communication, and team effectiveness
- Adapt training materials, examples, and facilitation style to meet the needs of each client organization
- Create a positive and inclusive learning environment that encourages participation, discussion, and practical application
- Support the development, refinement, or customization of training materials, exercises, and facilitation tools as needed
- Use real-world management experience, particularly in public sector environments, to bring training concepts to life for participants
- Represent CPS HR Consulting with professionalism and strong client service during virtual and in-person training engagements
Travel Requirements
To effectively serve our clients, we are seeking candidates located in major metropolitan areas within Texas. While many engagements may be delivered virtually, occasional in-person training sessions during standard business hours may be required based on client needs.

- Ability to effectively balance multiple assignments while maintaining consistency, preparation, and quality
Education & Experience
- Public sector/government experience required; state, city or county government management experience highly desired
- Bachelor’s degree or equivalent professional experience
- Minimum of five years of professional experience in a leadership, management, or supervisory role
- Demonstrated experience delivering training, facilitating workshops, teaching adult learners, or leading development sessions
- Experience delivering leadership development, management, or entry-level supervisory courses
Knowledge & Skills
- Strong facilitation and presentation skills with the ability to engage, guide, and adapt to different audiences
- Knowledge of leadership development, supervisory fundamentals, management practices, workplace communication, and team effectiveness
- Ability to connect training concepts to practical workplace examples and real-world management scenarios
- Strong interpersonal skills with the ability to build rapport quickly with participants, clients, and internal teams
- Ability to manage group dynamics and create a positive, professional, and inclusive learning environment
- Comfortable delivering both virtual and in-person training sessions
- Strong written and verbal communication skills with the ability to clearly present information to varied audiences
- Proficiency with Zoom; Microsoft Word, PowerPoint, Teams; and related tools used to prepare and deliver training materials
