Major Functions

The County of Volusia is seeking a Network Engineer II for the Information Technology division. This position will be located in DeLand Florida, and will be progressively responsible for technical and professional work analyzing, developing, implementing, maintaining, and securing enterprise voice and data networks, as well as, managing projects and mentoring other Network Engineers.

Illustrative Duties

(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)

  • Performs all duties of a Network Engineer I, plus the following:
  • Makes recommendations regarding firewall security design and configuration.
  • Researches and learns how to configure and manage hardware and software.
  • Engages in self-directed learning through sources such as manuals, blogs, vendor articles, web-based classes, etc.
  • Participates in needs assessments, determines requirements and designs efficient solutions for networking and communications issues, to include cost projections.
  • Determines potential impact of planned changes; identifies preparatory work that must take place before planned installs.
  • Designs, implements, and maintains network access for users and systems, including virtual private network (VPN) access.
  • Assists with the development of computer security procedures.
  • Leads or assists in the analysis of cyber-security incidents and participates as a principal member of the incident response team.
  • Responds to and provides remediation of cyber-security incidents; ensuring that appropriate actions are taken.
  • Makes recommendations to management for mitigating vulnerabilities.
  • Researches potential solutions for new functional requirements and replacement of end-of-life equipment. Compares variables such as cost, complexity, and time lines.
  • Provides backup support for LAN/WAN Coordinator.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.
  • May be assigned to other county locations based upon operational needs

Minimum Requirements

Bachelor's degree in Computer Science, Information Systems, Engineering, Telecommunications, or related field; and two (2) years of responsible experience performing the duties of a Network Engineer, or in a related field.

Must possess a valid driver's license.

Must obtain a valid Florida driver's license within 30 days of appointment and maintain thereafter.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications

Knowledge, Skills & Abilities

  • All knowledge, skills, and abilities for a Network Engineer I, plus the following:
  • Knowledge of network security technologies and best practices, including virtual private networks (VPNs), encryption, deep packet inspection (DPI), and Zero Trust framework.
  • Knowledge of technical, legal, and regulatory frameworks for enforcing system security.
  • Skilled in the design and implementation of virtual private networks (VPNs).
  • Skilled in monitoring and maintaining all levels of network security, both internally and externally.
  • Ability to install and perform initial configuration of Cisco routers and switches without supervision.
  • Ability to troubleshoot failures and errors in Cisco routers and switches with little to no supervision.
  • Ability to troubleshoot remote site Cisco firewalls with little to no supervision.
  • Ability to install and perform initial configuration of Cisco firewalls without supervision.
  • Ability to program router, switch, and firewall access control lists without supervision.
  • Ability to diagnose and correct voice/data network convergence and quality of service issues.
  • Ability to diagnose and correct static and dynamic IP routing issues.
  • Ability to accurately identify circuit and network equipment performance problems and errors using network management systems and tools.
  • Ability to organize work on multiple tasks, establish priorities, and meet deadlines.
  • Ability to think logically and show attention to detail.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.

Physical Demands: Ability to see, hear, talk, reach. Ability to grasp, push, pull, lift, and carry up to 40 pounds. Finger dexterity. Visual acuity (depth perception, peripheral vision) necessary to operate a motorized vehicle.

Environmental Demands: Inside and occasional outside work.

Mental Demands: Ability to read and comprehend technical and professional writing; including journals, instructions, layouts, schematics, memos, letters, procedures, and safety instructions. Ability to write reports, critiques, memos, letters, instructions and procedures. Ability to speak and write clearly and concisely. Ability to perform general mathematical functions. Ability to analyze data and develop conclusions. Ability to identify and resolve problems. Ability to think logically and show attention to detail
