Under direction, plans, organizes, coordinates, administers, and participates in the daily recreational activities, programs, and operations of an assigned County youth center; oversees and participates in the maintenance of an assigned youth center; provides administrative support and program assistance to the Recreation Services Supervisor; fosters cooperative working relationships with various public and private groups; and performs related work as required.
 
SUPERVISION RECEIVED AND EXERCISED 
Receives general supervision from the Recreation Supervisor.  May exercise technical and functional supervision over and provide training to staff, contractors, and volunteers.
 
CLASS CHARACTERISTICS 
This class in the journey-level class that has program coordination, administrative, and day-to-day operational responsibilities of an assigned youth center facility. Incumbents are responsible for supervising, coordinating, and participating in recreation programs to ensure that County facilities, recreation programs, activities, and services are safe and effective and provide the highest level of customer satisfaction for public use. Responsibilities include developing and implementing youth recreational activities and programs within established budget allocations and requires specialized skills and training in the implementation and conduct of recreational activities designed to divert youths from negative to positive interests. This class is distinguished from the Recreation Supervisor in that the latter is the full supervisory-level class and has overall program, budgetary, and administrative responsibility for multiple recreation activities and facilities or a comprehensive recreational program.  (Illustrative Only)

  • Plans, coordinates, schedules, implements, and participates in various year-round and seasonal youth center programs and activities for youth diversion and delinquency prevention purposes.
  • Coordinates, directs, and administers daily activities and operations of an assigned youth center.
  • Updates and implements policies and procedures, including standard operating procedures for assigned programs and facilities.
  • Assists in the preparation and administration of the youth center budget; authorizes and accounts for expenditures and maintains account balances.
  • Plans and implements fund-raising efforts and events.
  • Supervises youths participating in recreational activities and programs; disciplines and counsels youths as needed; documents all incidents involving injury, behavioral problems, and/or any unusual events; communicates as appropriate to supervisor, parents, and others.
  • Plans, develops, and provides recreation program work; researches excursion sites; communicates status of activities and services to appropriate personnel; obtains authorizations and transports youths on field trips.
  • Confers with and makes referrals to other agencies regarding youth / family needs, problems and/or inquiries; reports suspected child abuse to appropriate agencies.
  • Participates in public awareness and public relations efforts of the department to promote and secure support for department activities and programs, including preparing and distributing news releases and informational bulletins.
  • Trains staff and volunteers in work methods and relevant safety precautions.
  • Acts as a County representative, in person and over the phone, to patrons and the general public concerning questions, problems, concerns, and activities in the provision of recreation program operations, activities, and services.
  • Coordinates and collaborates with other departments, agencies and organizations in program and event planning and implementation as appropriate.
  • Ensures the safety of the public and staff at all times by inspecting, patrolling, monitoring, and instructing on the safe use of program facilities, equipment, and supplies; maintains a safe, clean, and tidy environment; reports unsafe conditions or illegal activities.
  • Receives and responds to inquiries, concerns and complaints in areas of responsibility.
  • Performs general administrative/ clerical work as required, including but not limited to preparing reports and correspondence, establishing and maintaining records, copying and filing documents, entering and retrieving computer data, answering the telephone, etc.
  • Performs other related duties as assigned.
Knowledge of: 
  • Basic principles of employee and volunteer supervision and training. 
  • Principles, practices, and service delivery needs related to the program area(s) to which assigned.
  • Procedures for planning, implementing, and maintaining a variety of recreation and leisure activities and programs.
  • Recreational, cultural, age-specific, and social needs of the community.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to the program area and facilities to which assigned.
  • Youth center site management and oversight.
  • Safety principles and practices, including basic first aid, AED and adult and/or child cardiopulmonary resuscitation (CPR) methods.
  • Applicable safety precautions and procedures related to the program area(s) and facilities to which assigned. 
  • Principles and practices of basic public relations techniques.
  • Principles and procedures of record keeping, cash handling, and report preparation. 
  • Business arithmetic and statistical techniques.
  • Modern office practices, methods, and computer equipment and applications.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the County in contacts with the public. 
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.
  
Ability to: 
  • Plan, oversee, implement, and coordinate assigned youth center operations and activities, as well as staff, contractors, and volunteers.
  • Plan and prepare recreation activities, reports, and other related program materials.
  • Understand the organization and operation of youth center programs and facilities necessary to assume assigned responsibilities. 
  • Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Work independently while supervising facilities and user groups. 
  • Understand, interpret, and apply facility use policies and procedures. 
  • Provide courteous assistance to facility patrons. 
  • Handle rescues, medical emergencies and injuries in a calm and effective manner, including providing basic first aid and adult and/or child cardiopulmonary resuscitation (CPR).
  • Lift and move tables and chairs and arranging facilities for community events and/or meetings. 
  • Maintain facilities and equipment in a clean, safe, and secure manner.
  • Operate modern office equipment including computer equipment and software programs.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 
 
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be

Equivalent to a high school diploma or GED and four (4) years of increasingly responsible experience as a recreation leader, classroom teacher, youth counselor, or related work. A Bachelor’s degree from an accredited college or university in recreation administration, physical education, sociology, psychology, or a closely related field may be substituted for the desired experience.
 
Licenses and Certifications: 
  • Possession of a California driver's license and a satisfactory driving record.
  • Ability to obtain a California Class “C” driver’s license with passenger endorsement within the probationary period.
  • Possession, or ability to obtain, CPR / First Aid and AED certification within ninety (90) days of employment.
