About The Position

Join our Human Resources team as a Temporary Benefits Coordinator (HR Technician I/II – Confidential) , where you’ll play a key role in supporting the administration of employee benefits programs. This position provides technical and administrative support to ensure accurate processing, excellent customer service, and compliance with organizational policies and regulations.

This is temporary position with an anticipated time frame of twelve months. Temporary positions are limited to 960 working hours in a fiscal year.

Typical Tasks and Representative Duties

(Not in order of importance)

Recruitment

  • Ensures that positions are filled according to approved Board of Supervisors' resolutions by accurately coordinating, updating, and verifying the county-wide master Position Allocation List.
  • Monitors temporary employment usage to ensure compliance with Civil Service time limits.
  • Assists Human Resources Analysts with recruitment and selection processes by coordinating recruitment and testing with County departments and applicants; may proctor written examinations and organize screening and oral examinations.
  • May independently conduct routine recruitments including reviewing applications for minimum qualifications, preparing interview questions, and developing rating standards.
  • Prepares certification lists of qualified applicants based on the outcome of recruitment and testing practices.
  • Audits new hire paperwork for accuracy and completeness.

Compensation

  • Conducts compensation, benefits and pension surveys, performs related research, and presents findings
  • Assists with job analysis
  • Writes and revises class specifications
  • Develops or updates policy, procedural, and program documents
  • Updates Policy and Ordinance documents
  • Produces materials for Labor (union) meetings
  • Reviews content and grammar of presentations and reports
  • Take notes/minutes at meetings

Benefits

  • Assists with the administration of a wide variety of benefit programs as directed, including: deferred compensation (457(b)), employee assistance program, wellness program, unemployment benefits, the Post-Employment Health Plan, wellness, and tuition reimbursement; assists with management and administration of enrollment including the organization and execution of the open enrollment process.
  • Advises employees on benefits and plan details, eligibility, cost and enrollment.
  • Creates and distributes benefit related materials such as newsletters and brochures.
  • Provides training and education; organizes and oversees the benefits fair; assists with the organization and execution of open enrollment administration and meetings.
  • Monitors, maintains and configures benefit-related systems and carrier interfaces: identifies and corrects enrollment discrepancies; ensures accurate transmittal of enrollment details to carriers; liaises between employees, payroll personnel, payroll coordinators, benefit carriers, and third-party administrators.
  • Performs accounts receivable and payable duties for retiree health premiums in coordination with Pension Trust; audits and corrects invoices for employee/retiree premiums and deductions

Risk Management

  • Assists Human Resources Analysts with implementation of county-wide safety programs and initiatives, including coordination, training, and communication.
  • Reviews, tracks, and enters data for the Return to Work Program, disability management cases, and liability claims against the County; maintains databases.

Human Resources Information Systems (HRIS)

  • Utilizes and updates a variety of HRIS systems including SAP, NeoGov, intranet / internet, Confluence and other systems.
  • Supports key human resources information technology projects and initiatives.

Administration and Reporting

  • Executes and audits human resources and payroll transactions including: employee performance evaluations, promotions, voluntary reductions, leaves of absence and return to work cases, cost center and FTE changes, and separations. Performs related systems updates.
  • Under supervision, coordinates and assists in the administration of complex programs such as Return to Work, Drug Testing and Background investigations, and designated risk management projects; updates, maintains and generates reports from performance evaluation, onboarding, and applicant tracking systems.
  • Responsible for specialized projects including EEOC reporting, position control creation and reporting, and leave management.
  • Advises department management and other County employees on Civil Service Commission and Human Resources Department rules, standards, policies and procedures.
  • May conduct special studies and prepare reports relating to a variety of human resources programs and activities.
  • Collects and summarizes information, prepares written reports and recommendations and provides various technical support in human resources management areas such as employee records, compensation, recruitments and benefits administration. Uses automated systems to gather data and generate reports on pre-employment, current employment, and post-employment statistics regarding recruitments, hiring, benefits, and compensation.
  • Provides leadership to the administrative services team by providing direction on routine assignments and leading specialized projects.
  • Performs related duties as directed.

Training and Development

  • Coordinates and facilitates the New Employee Orientation program, including scheduling guest speakers and an information fair.
  • Coordinates all aspects of training course logistics including scheduling courses, facility scheduling and set up, managing course enrollment and course evaluation.
  • Provides oversight and support for the Learning Management System.
  • Occasionally delivers training as assigned.

Education And Experience

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Either A : Completion of one year (30 semester units or 45 quarter units) of college-level coursework at an accredited college or university in Human Resource Management, Business Administration, Public Administration, safety or industrial engineering, or a related social or behavioral science field;

Or B :One year of experience performing human resource management related work

Additional Standards For Human Resources Technician II

Either A : Completion of two years (60 semester units or 90 quarter units) of college-level coursework at an accredited college or university in Human Resource Management, Business Administration, Public Administration, safety or industrial engineering, or a related social or behavioral science field;

Or B :Two years of experience performing human resource management related work

Or C: One year of experience in the Human Resources Technician I class.
