Under general direction, to assist in the planning, organization, operation and coordination of the countywide emergency services programs; and to do other work as required.
 
DISTINGUISHING CHARACTERISTICS
The class of Emergency Services Specialist is a working level class in the area of emergency services. Incumbents in the class are responsible for developing specific knowledge within assigned areas of responsibility, such as emergency medical services as well as acquiring a general knowledge of the entire county emergency services programs.

Emergency Services Manager or designee
 
TYPICAL WORKING CONDITIONS
Work is performed in an office environment; continuous contact with other staff, other agencies, and the public. May be required to travel for trainings and meetings Examples of Duties:
  • Coordinates with local governmental agencies, County departments, private and volunteer agencies in drafting organization, training, readiness, operations, and communications plans to be utilized in emergencies;
  • Conducts technical studies and analyses of phases of the emergency services program and of disaster potentials within the County;
  • Makes recommendations and reports;
  • Meets with County, district and city officials and private citizens in the formation of coordinated emergency services plans;
  • Identifies and provides for training needs;
  • Ensures compliance with regulations;
  • Informs the general public and community groups of emergency services needs and capabilities.

This position requires training, education, and experience, which would demonstrate the ability to perform the above tasks and the possession of the following knowledge and abilities

One year of technical experience in emergency services programs, preferably with a governmental agency. (Successful completion of the requirements for a Baccalaureate Degree in environmental management, public or business administration or a closely related field may be substituted for the required experience.)

Special Requirements: 
Possession of or ability to obtain upon hire an appropriate valid California Driver's License.
 
Knowledge of:
  • Methods, techniques and practices of federal, state and local emergency services;
  • Principles and practices of public and business management;
  • Operation of electronic telecommunication systems;
  • Basic rules of the State Office of Emergency Services;
  • Objectives, organization, and operations of federal, state and local emergency programs;
  • California Emergency Services Act;
  • Volunteer Management
  • Standardized Emergency Management Systems
  • National Incident Management System
  • National Response Framework
Geography and resources as related to civil disaster planning and operation; laws and regulations pertaining to state and federal financial assistance, mutual aid and surplus property programs; current trends of emergency preparedness and disaster planning; principles and methods of training; effective techniques required to plan, coordinate, develop and operate a data processing system for emergency planning.
 
Ability to:
  • Exercise initiative in developing and applying effective operating procedures applicable to County emergency services programs;
  • Prepare and present written and oral reports;
  • Analyze situations accurately and take effective action;
  • Interpret and apply applicable laws, rules and regulations;
  • Develop and maintain cooperative working relationships with those contacted in the course of work;
  • Speak before groups; gather and analyze data;
  • Make feasibility studies to determine needs and implement findings.
Disaster Service Workers: All San Benito County employees are designated “Disaster Service 
Workers” through state and local laws (CA Government Code Sec. 3100-3109 and Emergency Services 
Chapter 6 via adoption of local Ordinance No. 361 § 1, 2-25-75). As Disaster Service Workers, all 
County employees are expected to remain at work, or to report for work as soon as practicable, following significant 
emergency or
disaster.

Salary : $74,506 - $99,882
