What are the responsibilities and job description for the Housing and Community Development Project Manager (Rockland County Office of Community Development) position at County of Rockland?
The Rockland County Office of Community Development is seeking an experienced housing development professional candidate to oversee and manage implementation of Rockland County’s housing strategies. The work is specialized, diverse and can be complex in nature.
This is a professional position responsible for overseeing and managing the implementation of Rockland County’s housing strategies and related policies to address housing challenges and community development needs within the County. The work is performed under the general supervision of the Director, Community Development and supervision may be provided to others assisting with housing development related activities. Does related work as required.
The work is performed under the general supervision of the Director of Community Development.
Minimum Qualifications:
1. A Bachelor’s degree and three (3) years of paid work experience in Housing Development/ Redevelopment*, Commercial Development/Redevelopment, Real Estate Development*, or Economic Development, or any combination thereof, as the major function of the work (major function of the work is defined as 50% or more of the day-to-day work experience), at least one (1) year of which must have been in a supervisory or managerial capacity; or
2. A Master’s degree or higher and one (1) year of paid work experience in Housing Development/Redevelopment*, Commercial Development/Redevelopment, Real Estate Development*, or Economic Development, or any combination thereof, as the major function of the work (major function of the work is defined as 50% or more of the day-to-day work experience). This experience must have been in a supervisory or managerial capacity.
*Development is defined as the process of completing a building project, encompassing various phases such as conceptual planning, site selection, market analysis, property appraisal, acquisition, compliance with zoning and land use regulations, financial planning, layering of subsidies, obtaining government approvals and permits, securing project financing, overseeing construction, leasing activities and ongoing project management.
Other Requirements and Information:
- Residency in New York, New Jersey or Connecticut is a requirement for this position.
- Civil service examination requirements have been waived for this position. Candidates must only meet the minimum qualifications for consideration.
Salary and Benefits:
Salary and benefits are competitive with the public sector market including but not limited to the following:
- $90,281 Annual Salary ($92,312 as of 1/1/2026)
- 40 Hour work week

- New York State Pension eligibility
