- Under general supervision, performs secretarial administrative, public relations and education work for the Pamlico Soil and Water Conservation District.
- Work invoices preparing correspondence reports, vouchers, and other documents, attending meetings and taking and transcribing minutes, screening and independently handling a variety of routine inquiries by telephone and in person; maintaining a variety of records and files.
- Responsible for performing a variety of administrative tasks in the delivery of Soil and Water Conservation Service programs to the public, including preparing program agreements, operational plans and other administrative materials, and maintaining accounting records for the Agricultural Cost Share Program; making oral presentations to various groups, distributing educational literature, conferring with educators, and coordinating educational activities local schools; and preforming a variety of administrative task to relieve the Cost Share Technician of day-to-day operational details of the program.
- Reports to the District Board of Supervisors.
- Considerable knowledge of program policies and federal, state, and local regulations pertaining to soil and water conservation.
- Considerable knowledge of all programs and projects administered by and related to the Soil and Water Conservation District.
- Considerable knowledge of the Farm Bill (Food Security Act) , and revisions, law intent and requirements of landowners.
- Considerable knowledge of modern office practices and procedures including knowledge of word processing, spreadsheet, and file maintenance programs.
- Considerable knowledge of spelling, punctuation and grammar. General knowledge of the standard accepted practices and procedures of bookkeeping and accounting.
- Ability to plan, organize and execute group activities.
- Ability to understand and follow moderately complex oral and written instructions.
- Ability to develop and modify work procedures, methods, and processes to improve efficiency.
- Ability to maintain a variety of moderately complex records and to compile data from them.
- Ability to communicate effectively orally and in writing.
- Ability to work in the field in adverse conditions.

- Provides clerical and administrative support to the programs of the Pamlico Soil and Water Conservation District.
- Neat appearance, good manners toward customers, dependable attendance, and a genuine interest in people and their problems are essential to the proper performance of duties in this position. The lack of close supervision places much responsibility for planning and performing duties on the incumbent. Independent action, initiative and administrative decisions are required to successfully function in this position.
- Skills required include experience with ARC/GIS mapping, computer proficiency in email, internet use, Word, Excel, and Power Point.
- Maintain time sheets and expense vouchers. Maintain Supervisor's travel and expense vouchers for the Division of Soil and Water Conservation.
- Establish and maintain several sets of files, Districts, County, State and some NRCS.
- Preparing independently routine correspondence and documents for review and approval of responsible officers.
- Establishing schedules of Board Meetings and follow-up schedules.
- Expected to attend all SWCD Board meetings, all local, area and state meetings s deemed necessary.
- Accumulates items of business for Board meetings, prepares agenda items for review by Chairman, attend Board meetings, keep notes on discussions and accurate records of official actions, assembles a draft of the minutes for Secretary, treasures and finalizes them based on his review and comments.
- Provides copies of minutes per instructions and maintains complete and accurate files of these minutes to required parties (State and Federal).
- Work with schools on posters, essay and speech contests and present educations programs to schools when needed.
- Assist cost share technician in field work including but not limited to drainage calls, farm site visits and stream inspections.
- Must be able to exert up to 15 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work involves sitting, walking or standing for periods of time.
