Administers the fiscal program for the Department of Water Supply; acts in a staff capacity to departmental management in relation to fiscal matters; supervises and directs the development and maintenance of financial and accounting records; and performs other duties as required.
 
Distinguishing Characteristics:
 
This class differs from other classes in Fiscal Administration in that the Waterworks Fiscal Officer is concerned with administering the fiscal program of the Department of Water Supply including supervision of staff and applying specialized knowledge and skills in public utility accounting and fiscal management systems, techniques, and practices; whereas, other fiscal classes are concerned mainly with the performance of accounting tasks according to methods and procedure s which are standard among most governmental organizations.
 
This class differs from classes in the Business Management series in that the Waterworks Fiscal Officer is primarily concerned with the administration of the fiscal program of the Department of Water Supply, utilizing specialized public utility accounting systems, techniques and practices, and, in addition, is responsible for purchasing and personnel activities; whereas, classes in the Business Management series are concerned with the management of the entire business affairs of a department or institution, including accounting, purchasing, and personnel operations.The following are examples of duties and are not necessarily descriptive of any one position in this class.   • Plans, directs and coordinating the work of accounting and clerical personnel in the administration of a financial program for the Department of Water Supply;
  • Develops and revises accounting systems to meet the needs of the department and to meet the requirements set up by other authorities such as the National Association of Railroad and Utilities Commissioners;
  • Makes policy decisions on matters of financial planning and reporting;
  • Develops, installs, and supervises the maintenance of internal auditing systems and budgetary controls;
  • Advises departmental management on fiscal policies and financial matters;
  • Gathers data and makes investigations and reports of problems of fiscal administration and related matters;
  • Analyzes and interprets directives, laws, rules, and regulations regarding fiscal matters of the department;
  • Gathers and analyzes sources of revenue, funds, borrowing ability, effects of rates, growth factor, population and subdivision trends, construction programs, operational costs, and various other data and prepares the departmental budget;
  • Supervises the preparation of disbursement vouchers and schedule payments;
  • Supervises internal audits and approves all claim warrant vouchers and payrolls;
  • Supervises the purchasing of materials and equipment;
  • Trains and instructs subordinate personnel and evaluates work performances;
  • Meets and works closely with representatives of other departments;
  • And prepares reports of work activities. 
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in accounting or in business administration with courses in accounting and four (4) years of supervisory experience involving the application of professional accounting principles and practices.
 
Knowledge of: the theory and practices of commercial and governmental accounting; cost accounting methods and systems, and utility accounting; laws, rules and regulations relating to the financial administration and the accounting systems of the department, including requirements of the National Association of Railroad and Utilities Commission; public financial principles and practices; and principles and practices of supervision .
 
Ability to: plan, organize, and direct the work of an accounting program; understand, interpret, and apply principles and techniques of the Uniform System of Accounts for Water Utilities; develop, revise, and install general accounting systems; prepare reports and analysis of financial activities; coordinate fiscal with other phases of management; speak and write effectively; deal courteously and effectively with other officials and the general public.
