IMPORTANT:  HIRING RATES WILL BE BASED ON AVAILABILITY OF FUNDS, THE APPLICANT'S QUALIFICATIONS, AND OTHER RELEVANT FACTORS. (Appointment may be made at any rate within the salary range from EM-05 $8,655 to $12,619, per month).

Plans, organizes, coordinates and directs county-wide capital improvement programming activities; serves as principal technical specialist and advisor to the Managing Director and the Mayor in CIP matters; and performs other related duties as required.

Distinguishing Characteristics:

This one position class located in the office of the Managing Director is distinguished by its responsibility to advise the Managing Director and the Mayor in county-wide CIP matters and for conducting independent studies in order to formulate recommendations and decisions regarding the administration of the County's Capital improvement Program.The following are examples of duties and are not necessarily descriptive of any one position in this class.   • Plans, organizes, directs and coordinates county-wide programs involving capital improvement programming;
  • Reviews, analyzes, evaluates and formulates recommendations on the annual and six-year capital improvement program and budget for the County;
  • Makes recommendations on short and long term programming, funding sources, cost estimates and designation for priorities;
  • Reviews and evaluates capital improvement projects for conformity to the County general plan and State and Federal legislation and regulations;
  • Evaluates capital improvement projects in order to determine potential impacts on economic development, land use, environmental quality, public safety and social concerns;
  • Conducts studies, surveys and data collection in order to evaluate and make recommendations regarding CIP projects;
  • Consults with department and agency heads and other governmental agencies and public groups in the preparation of final summary reports;
  • Directs the programming and implementation of State CIP appropriations including the preparation and periodic updating of the County's expenditure plan for State funded projects;
  • Responsible for the effectuation of developed plans through public presentation for information and acceptance;
  • Reviews consultant's draft plans and specifications for CIP projects and makes suggestions and recommendations for revision prior to finalization;
  • Reviews CIP project bids and bid summaries and negotiates with contractors regarding bids and scope of work where funding is inadequate;
  • Coordinates the activities involved in the acquisition of real property for CIP projects and participates in negotiations with property owners;
  • Monitors progress of projects and expenditures and makes recommendations as to alternative funding sources, lapsing of funds, abandoning of projects and/or transfer of funds when appropriate;
  • Reviews written quarterly status reports from departments with regard to CIP projects and presents summary of same to the Mayor and County council;
  • Represents the Mayor and the Managing Director at meetings and conferences with public and private groups and officials including the county council and Legislature with regard to CIP matters;
  • Performs other duties as assigned by the Managing director.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in urban regional planning, civil engineering, architecture, public administration, economics, sociology, or a related field, and five (5) years of progressively responsible professional work experience in public planning, or related planning activities, one of which shall have included administrative experience involving responsibility for the management, evaluation and coordination of planning policies, activities and programs.

Knowledge of: Fundamentals of community planning and/or property development; the preparation, maintenance and operation of a comprehensive plan for the County of Maui; trends in Federal, State and local planning; research methodology and statistical procedures; sources of socio-economic and land use information; principles of capital improvement planning; laws and ordinances relating to planning, zoning, land subdivision and redevelopment; governmental organization and functions; report writing; public relations.

Ability to: Organize research and planning projects, including the formulation of policies and procedures; review reports and recommendations for compliance with planning objectives; establish and maintain effective working relationships with governmental agencies, civil organizations, and the public; prepare technical reports; speak effectively to individuals and groups, and conduct investigations and meeting with property owners; present ideas clearly, concisely, and effectively, orally and in writing.
