IMPORTANT: HIRING RATES WILL BE BASED ON AVAILABILITY OF FUNDS, THE APPLICANT'S QUALIFICATIONS, AND OTHER RELEVANT FACTORS.
Appointment may be made at any rate within the salary range from SR-15C ($4,221) to SR-15E ($4,563) per month.

Reviews moderately complex plans and specifications for compliance with provisions of the applicable electrical codes and ordinances; receives permit applications and provides information to the public; and performs other related duties as required.

Distinguishing Characteristics:

This class differs from the Specialty Plans Examiner I class in that the Specialty Plans Examiner II independently reviews permit applications and plans for moderately complex residential and commercial structures such as single-family dwellings and commercial buildings up to 3 stories and construction cost under $500,000 for adherence to electrical codes and ordinances; whereas the Specialty Plans Examiner I performs as a trainee and reviews simple plans and specifications in the specialty area under close supervision.

This class differs from the Specialty Plans Examiner III in that the Specialty Plans Examiner II primarily reviews and processes moderately complex plans and specifications for compliance with electrical codes and ordinances; whereas the Specialty Plans Examiner III primarily reviews and processes complex plans which may involve commercial buildings more than 3 stories and construction costs of more than $500,000 for compliance with electrical codes and ordinances.The following are examples of duties and are not necessarily descriptive of any one position in this class.   • Reviews electrical permit applications; checks applications for accuracy and completeness of information; reviews plans and permit application for conformance to applicable codes and ordinances.
  • Calculates and collects permit fees and issues permits. 
  • Receives training in applicable codes and ordinances and assists in the review and processing of complex plans and specifications.
  • Receives applications and plans over the counter.
  • Reviews moderately complex plans and recommends action on permit applications.
  • Answers inquiries from the public and directs permit applications to various agencies to secure necessary clearances.
  • Keeps records of all permits issued and inspections conducted and prepares correspondence and reports.
  • May instruct and train lower level workers.
  • May accompany inspectors on field inspection and performs limited inspections as directed.
  • Inputs electrical permit and inspection information into County-wide land management computer data base. 
Training and Experience:  A combination of education and experience substantially equivalent to graduation from high school and two (2) years of experience reviewing applicable electrical plans and specifications for compliance with provisions of laws, codes and ordinances; or, one (1) year as a journey licensed electrician, as applicable; or, two (2) years of experience as an electrical inspector, as applicable.

License Requirement:  Possession of a valid Hawaii State driver's license (Type 3).

Knowledge of:  pertinent codes and ordinances; standard practices, methods, materials and tools of the trade; principles of electricity or hydraulics as applicable; office practices and procedures.

Ability to: read and interpret blueprints and schematics, and determine conformity with pertinent codes, ordinances and health and safety standards; interpret and apply applicable codes and ordinances; read construction plans and maps; maintain records and prepare reports; follow oral and written instructions; deal tactfully and effectively with others.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
