Who are we looking for?

What does a Human Resources Analyst IV do?
Positions allocable to this class are restricted to the Department of Human Resources and analyze and make independent recommendations for the solution of problems in administration of Countywide programs at full journey level. The positions carry out assignments in programs such as examinations, classification, benefits administration, appeals and advocacy.   DHR has divisions that focuses on different functions. SPECIAL REQUIREMENT INFORMATION:
*For Los Angeles County Employees, professional human resources experience is gained at the level of Los Angeles County classification of Human Resources Analyst III and is defined as full journey analyst level independently conducting analysis of personnel operations, and providing services in the administration of organization-wide Human Resources programs. Examples of the Los Angeles County classes acceptable at this level are Administrative Services Manager II (Item #1003) and Program Specialist III, CEO (Item #0817), comparable or higher.

WITHHOLD INFORMATION:
No withholds will be allowed for this examination. Required experience must be fully met and indicated on the application by the last day of filing.
 
ENDORSEMENT OF COUNTY QUALIFICATIONS:
County employees who wish to meet the requirements using out-of-class experience must provide official documentation such as additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study from CEO Classification with your application at the time of filing or within seven (7) calendar days from application submission. Employees do not need to submit such verification if they hold or have held one of the positions above/ or a position deemed to be at equivalent level. Out-of-class duties should be accurately described in the application work history, and questionable experience will be verified through the departmental HR Manager when necessary.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS:
2 - Light.  This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

This examination will consist of three (3) parts:

PART I:  Multiple choice and/or simulation assessment(s), weighted 60%assessing:

Applicants must achieve a passing score of 70% or higher on (PART I) in order to be invited to the writing assessment (PART II).

PART II:  A writing assessment measuring English structure and content, written expression, and prioritizing information, weighted 15%.

Applicants must achieve a passing score of 70% or higher on the writing assessment (PART II) in order to be invited to the structured interview (PART III).

PART III:  A structured interview, weighted 25%, assessing:

MULTIPLE-CHOICE AND SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.  APPLICANTS MUST MEET THE REQUIREMENTS AND ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months.

SELECTIVE CERTIFICATION:
In accordance with TITLE 5 - PERSONNEL, APPENDIX 1 (Civil Service Rule 11.03) of the Los Angeles County Code, selective certification may be used for some positions that require special skills and/or training.  

Specific knowledge of the specialized functional areas may be the subject of the departmental hiring interview.  If you wish to be considered, you MUST clearly indicate the specialized experience on your application and supplemental questionnaire.  Any inconsistencies or discrepancies with your job description on the application and supplemental questionnaire will not be considered as qualifying.
