POSITION SUMMARY:

Under the direction of the County Appraiser, the Deputy Appraiser performs supervisory and technical duties relating to the appraisal of real estate and personal property in Ford County.  Duties of the Deputy County Appraiser center upon a thorough knowledge and understanding of the valuation of real and personal property for ad valorem tax purposes.  The employee in this position must have the ability to work independently and exercise initiative and good judgment. 

 

FUNDAMENTAL JOB DUTIES:

 

1.            Measures, classifies and records real estate and personal property for taxation purposes.

2.            Determines construction quality, condition and desirability of real estate properties.

3.            Implement office policies and procedures to meet successfully the requirements of the appraiser’s office’s yearly plan by:

a.    Assigning Duties to Subordinate Personnel

b.    Provide Training of Staff

c.    Review Work Assignments For Completeness and Accuracy

4.            Performs yearly evaluations of subordinate personnel.

5.            Maintains yearly applications of those seeking exemption from property taxes.

6.            Processes State Board of Tax Appeals orders to include:

a.    Hearing Results

b.    Exemption Orders

7.            Conducts and/or assist with hearings to include:

a.    Payment Under Protest

b.    Informal

c.    Small Claims Division

d.    Board of Tax Appeals

8.            Assists the County Appraiser in analysis of information used in the computation of real property values.  This process includes:

a.    Land Analysis

b.    Neighborhood Analysis

c.    Residential/Commercial Cost and Depreciation Analysis

d.    Mobile Home Depreciation Analysis

e.    Index Analysis

f.     Market Modeling

g.    Income and Expense Analysis

h.    Capitalization Rate Study

i.      Economic Factor

j.      Agricultural Market Value

9.            Schedules and oversees the multiple mass mailings in the appraiser’s office.

10.         Adheres to the Kansas real estate law and real estate methods and techniques with an emphasis on mass appraisal.

11.         The use of PC-based computer programs for word processing, spreadsheet, database, tablets and statistical analysis

12.         Other related appraisal/supervisory duties as deemed necessary.

 

EDUCATION: High school diploma or GED required.  The Registered Mass Appraisal (RMA) designation required.  Successfully completed courses IAAO 1, IAAO 2, Kansas Property Tax Law and USPAP or the equivalent to serve in this position.  Continuing education is required in this position to maintain the RMA designation.      

 

EXPERIENCE / SKILLS: Minimum of five years’ experience in real estate appraisal with three year experience in KSCAMA operations is required.  Supervisory experience within an office setting preferred.  Considerable technical knowledge of property appraisal methods and techniques.  Thorough knowledge of the Kansas Computer Assisted Mass Appraisal programs.  Knowledge of federal, state, and local laws and regulations governing appraisal and assessment of real estate.  Excellent oral, written and interpersonal skills.  Knowledge of office procedures, equipment and mathematics.  The ability to operate a computer, tablet, calculator and other related office equipment.  Must have a valid Kansas driver’s license. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months to one year in the position.

 

PHYSICAL REQUIREMENTS / ABILITIES:  Majority of work is accomplished in the office.  Frequent high mental, visual and aural concentration required.  Stands, walks, bends and reaches continually. Occasionally lifts approximately 20Ibs. Continual use of a computer, tablets, calculator, copier and telephone.  The field work consists of driving, walking over rough terrain, meeting with taxpayers, in all types of weather conditions. This position should expect occasional times of high stress.

 

WORKING CONDITIONS / ENVIRONMENT:  Working conditions consists of problem Solving and Decision making.  The environment can be stressful when dealing with property owners, state mandated deadlines, property appeals, litigation preparation and defense, animals or extreme weather conditions.
