Salary: $80,042
This is a provisional position in CSEA for the Department of Community and Family Services. This is a
professional position involving the administration, supervision, and coordination of the County homeless
shelter. The incumbent will be responsible to rehouse those who are homeless and provide a range of
services to the guests to ensure their independence and secure housing stability. Other responsibilities will
include the supervision of all County staff that work at the homeless shelter, including program
development and implementation, staff training and development, maintenance of standards of services in
accordance with agency’s policies, coordination of service providers at the shelter, and agency
representation in the community. Work is performed under the supervision of a higher-level
administrator. Supervision is provided to subordinate staff.
TYPICAL WORK ACTIVITIES:
Provides administrative oversight to ensure the contracted operator is delivering services meeting the
specifications of their contract and evaluates their performance; takes action to encourage onsite
participation of public and private agencies providing services needed by the shelter guests and evaluate
their effectiveness in meeting the needs of the participants; supervises and evaluates the performance of
County staff assigned to the shelter; develops and executes programs to increase public awareness and
support for the shelter; recruits and develops working agreements with private not for profit service
providers and other community-based agencies to provide the continuum of services required to meet the
objectives of the shelter; interprets Federal, State and local policies/procedures, communicating them to
staff; establishes shelter policies and procedures in consultation with a higher-level
administrator/Commissioner; provides leadership to shelter staff, contractors, and volunteers, instilling a
spirit of cooperation and common purpose among them, while recognizing individual achievement;
functions as a liaison between the shelter and the community;
MINIMUM QUALIFICATIONS:
EITHER: (A) Master’s degree in public administration, social work or a related field and
two (2) years of paid case management experience in human services which
involved supervision;
OR: (B) Bachelor’s degree in public administration, social work, or a related field and
three (3) years of paid case management experience in human services which
involved supervision.
NOTE: Licensed by the New York State Department of Education as a Clinical Social Worker is
preferred.
NOTE: Above supervisory experience is responsible for the direction and control of subordinate
employees. This involves a responsibility for planning for individuals in a work group. Typical duties
may include, but are not limited to, assigning and reviewing work, evaluating performance, maintaining
work standards, motivating and developing subordinate employees, implementing procedural changes,
increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision
aspects must be an integral part of the job, not incidental or occasional.
NOTE: College education may be substituted for work experience on a year for year basis (30 credits
equal to one year) for up to three years of the work experience. Candidates must have at least one year of
work experience as described above which included supervision.
SPECIAL REQUIREMENTS:
Possession of a valid Driver License to operate a motor vehicle in New York State at the time of
application, and to maintain the position.
FINGERPRINTING: A fingerprint supported background investigation is required before an
appointment is made to some positions. Pursuant to New York State Executive Law, the Division of
Criminal Justice Services requires that a fee accompany each such request for a search. It is due once a
job offer is made and accepted by the applicant.
