Job Summary
The Commissioner of the Revenue serves as the chief assessing officer for local governments. Responsible for generating revenue for the County and Town of Culpeper by ascertaining all personal property subject to taxation, determining the owner thereof, establishing the fair and equitable value of property in accordance with state and local law, combining the value of property with tax rates adopted annually by County and Town governments, and producing property tax assessment books and tax bill data for dissemination to Treasurers for tax collection purposes. Performs professional, technical and administrative work related to ad valorem taxation, local option taxes and state income tax. Administers tax relief, tax exemption and tax incentive programs mandated by Federal Government, VA Constitution, VA State Code and/or County and Town Code. Responsible for enforcing compliance, collection and receipting of payments, providing extensive customer service and protecting taxpayer confidentiality.
Job Functions
- Supervise, direct and evaluate staff; process employee concerns and problems; counsel, discipline and complete employee performance appraisals; perform human resource functions and complete all related paperwork; interview candidates for employment; make hiring recommendations; conduct, coordinate staff training and activities
- Manage and supervise the daily operations of the department and of personnel engaged in the assessment, processing of Personal Property, Business Personal Property, Manufacturers and/or Processors Machinery & Tools, and in the preparation and processing of State Income and State Estimated Income Tax
- Manage and supervise the administration of all tax assessment, tax exemption and tax relief programs (e.g. Disabled Veterans Exemption, Servicemembers Civil Relief Act, Personal Property Tax Relief Act, Classification or Designation Exemption, apportionment, Bank Franchise)
- Manage and supervise the administration of local option and consumer tax programs, including Proration of Personal Property and the County Food & Beverage Tax
- Manage and supervise the review and audit of State Sales Tax; download reports; identify inaccuracies; prepare evidence for corrections; notify taxpayers; work with the Department of Taxation to resolve issues to ensure proper payment and proper locality for payments
- Manage and supervise the assessment of Public Service Utility Property; review and audit assessment books; report inaccuracies to SCC; make corrections upon Judge’s order
- Manage and supervise assessment interface with external agency/department; import and export of data/files; production and dissemination of data/files
- Manage and supervise the daily operations and the personnel engaged in the collection of tax, processing payments and deposits of payments to the proper agency
- Manage the classification, documentation, valuation and assessment methodology for all taxable property assessments
- Manage and supervise the daily operations of the department and the personnel engaged in desk audits, field visits, informal taxpayer meetings, informal audits, assessment adjustments, supplements and abatements
- Make determinations on informal appeals; make recommendations on formal appeals
- Develop procedures and controls for staff reference and performance monitoring; develop office policies, user manuals, assessment guides; develop and write complex queries to test data accuracy and integrity
- Ensure effective and efficient coordination of all activities within and between Town and County departments
- Prepare, implement and monitor the departments State and County budgets
- Perform Accounts Payable functions for the office; maintain and submit reimbursement and other budgetary requests to State Compensation Board and/or to County Finance Department
- Develop and implement action plans to identify and resolve internal control problems
- Monitor Legislative changes and ensure processing and system compliance
- Prepare financial, statistical and other management information reports
- Manage and supervise compliance audits, operational processing and financial management in accordance with State regulations and processing procedures
- Manage the Department’s security access to various State Agencies, systems and records
- Manage and implement complex and large-scale projects, preparing reports, presentations, and recommendations; performs Community outreach; develops articles for quarterly brochure
- Manage and supervise the operation and personnel engaged in the records management information system; oversee maintenance of department files/records; ensures compliance with guidelines governing records retention
- Develop training materials, brochures and presentations for staff, local organizations and statewide association; make presentations; organize and develop local and statewide assessment training
- Attend meetings, serve on committees; complete survey requests (e.g. Department of Taxation, General Assembly, VAAO, VALTA, Weldon Cooper)
- Manage and supervise staff participation in continuing education programs such as the Commissioner of the Revenue Master Deputy program, Virginia Association of Local Tax Auditors (VALTA), Virginia Association of Assessing Officers (VAAO), District Commissioner of the Revenue Associations
- Maintain comprehensive knowledge, historical and current, of Tax Commissioner Rulings, Attorney General Opinions, court cases and Supreme Court Rulings with respect to local option taxes, state income and estimated income tax, property assessment, tax exemption, and relief programs
- Interpret, apply and ensure compliance with all applicable codes, ordinances, laws, rules, regulations, statutes, standards, policies and procedures; initiates any actions necessary to correct deviations or violations; interprets legal documents for staff and general public
- Communicate directly with citizens, business owners and legal representation; researches and responds to routine and highly technical and complex taxpayer inquiries, in person, via phone and in writing
- Respond to questions or complaints related to department operations or personnel; research problems and initiates problem resolution; provide resolution of complex problems beyond the capability or authority of subordinate staff
- Research records; prepare necessary court documents; represent the Commissioner in relation to complex taxpayer disputes, delinquent taxpayers and escheatment; appear in Treasurer Summons and/or court; work closely with County Attorney on legal matters
- Act on behalf of the Commissioner of the Revenue in her stead
- Serve as backup FOIA Officer
- Adhere to strict confidentiality of taxpayer information in accordance with the VA Code Section 58.1-3
- Complete new user and annual training by the Department of Taxation in order to maintain use of programs
NON-ESSENTIAL FUNCTIONS
- Perform other related duties as required
- Assist the Commissioner of the Revenue in various projects/programs
- Perform general administrative/office duties as required, including preparing reports and correspondence
- Negotiate contracts
- Manage inventory of forms, envelopes, office supplies, etc.
- Participate in the University of Virginia Weldon Cooper Center for Public Service and the School of Continuing & Professional Studies which includes further job-related training, classes, conferences, etc.
Qualifications
KNOWLEDGE, SKILLS, ABILITIES & OTHER REQUIREMENTS
- Thorough knowledge of personnel and financial management, budget development, analysis, and administration within a local government setting required
- Thorough knowledge in system automation, system specification development and implementation
- Thorough knowledge and experience with organizational structures, management protocols, project management, policy development, and administrative procedures
- Knowledge of state and local statutes, regulations and code
- Ability to analyze complex problem situations, effectively identify the problem and devise appropriate resolutions
- Must have the ability to supervise, consult and advise both on a subordinate and supervisory level
- Skilled in various software including Laserfiche, Word, Excel, PowerPoint, etc.
- Ability to operate various office equipment such as scanner, computer, fax, phone, etc.
- Strong coordination and organization skills and effective oral and written communication skills
- Ability to establish and maintain effective working relationships
- Ability to exercise considerable tact and courtesy when communicating with municipal, state and federal officials and the general public
MINIMAL QUALIFICATIONS & EXPERIENCE
Bachelors’ degree in accounting, finance, business administration or related field required with at least five (5) years of financial management and administration experience within a local governmental setting, three (3) year of which must have been in a supervisory or managerial position required - OR - any equivalent combination of education and experience sufficient to demonstrate the knowledge, skills and abilities may be acceptable.
