BASIC FUNCTIONS:
- Under the general supervision of the Community & Family Initiatives Department Director, provide social work services through the Restorative Justice (RJ) program for children and families, including services to children with intellectual or developmental challenges, foster children and state wards which seek to bring about healing and recovery in families and communities. Coordinate volunteer services and purchase-of-service case management, as relates to the RJ program, by determining service needs, developing service plans, implementing service plans through the provision of counseling, group work, referrals or other services, and monitoring clients’ progress.
ESSENTIAL FUNCTIONS:
Interview and Intake
- Interview children who may have a variety of mental, physical or behavioral dysfunctions to determine if the child can participate in the RJ program.
- Interview other people or groups closely associated with clients, such as families, school personnel, employers or neighbors to further assess client service needs in the RJ program.
Evaluation and Follow-up
- Evaluate individual/family functioning to develop appropriate restorative response in case plan development and identify treatment objectives and strategies for achieving program objectives.
- Determine the likelihood and degree to which clients may be in danger of physical harm and take protective action.
- Refer reports of abuse, neglect or exploitation of children and vulnerable adults within legislated time constraints.
Program Implementation and Maintenance
- Coordinate and facilitate use of departmental and community service resources.
- Communicate information to the Court, County Attorney, family or other appropriate agencies to assist in case preparation. Provide testimony at proceedings regarding Restorative Justice and child protection.
- Write social histories and case status reports for service provision documentation for the RJ program, court reviews and other service providers.
- Refer client for mental health residential treatment and appropriate placement home or facilities to the RJ/RP Coordinator.
- Monitor client progress toward established service goals and determine termination/continuation of service.
- Provide direct services including, but not limited to, Restorative Conferencing, Sentencing/Transition/Support Circles, Restorative Counseling and therapeutic intervention services to individuals or groups to improve their levels of mental, social or behavioral functioning at home, work, and in the community. Services may be provided in person or electronically.
- Provide transportation of clients to appointments, court hearings, placements and other service programs/facilities.
- Provide crisis intervention services, including referrals for emergency needs (housing, food, clothing or financial assistance).
- Maintain accurate case records and complete forms for documentation of eligibility, , service referrals, evaluation of client outcomes and general case management purposes.
- Monitor client compliance with court orders; report to the court.
- Provide consultation, coaching, training, and technical support around implementation of restorative practices.
- Provide data used to monitor trends and developments relating to client and program needs; create reports.
Volunteer Recruitment
- Speak to community groups to present information about programs and to recruit people to volunteer in the RJ program and various other volunteer services.
- Consult with and direct the work of volunteers and student interns.
- Represent the RJ program in local, state, federal, sovereign nation, non-profit, and committee assignments and interactions with community groups for service provision and program planning.
MINIMUM QUALIFICATIONS:
Education and Experience:
- BA/BS in Social Work, Sociology or related field.
- Two (2) years professional work experience.
- Two (2) years Restorative Justice/ Practices work experience, or proof of applicable experience in similar setting.
- A Master’s Degree in Social Work or a related social/behavioral science may substitute for the experience requirement.
- Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.

Certificates/Licenses Required:
- Circle Keeper, Conferencing, Mediation Certificates preferred.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Knowledge of relevant laws, regulations and policies regarding social service provision, reporting requirements, data practices and client rights.
- Knowledge of and sensitivity to cultural differences and special needs of various minority groups and ability to consult with other staff regarding these.
- Knowledge of therapeutic processes and their appropriate uses.
- Knowledge of community resources including functions of other social service agencies.
- Knowledge of legal/court procedures.
- Knowledge of human development and behavior, family and group dynamics, and mental, physical and social dysfunctions.
- Skill in oral and written communication.
- Skill in consultation, problem solving and coordination of service delivery.
- Skill in assessing and diagnosing the social/mental functioning and treatment modality appropriate for clients and writing appropriate treatment plans.
- Skill in counseling individuals and groups.
- Skill in identifying physical and sexual abuse symptoms.
- Skill in interviewing adults and children.
- Skill in educating/training others.
- Ability to develop and maintain effective professional work relationships and therapeutic relationships with clients.
