- POSITION SUMMARY**:
- ESSENTIAL FUNCTIONS AND RESPONSIBILITIES**:
- Financial & ContractManagement
- Draft and processcontracts for variousprojects and fundingsources (e.g., CDBG, HOME, PHARE,etc.).
- Manage the financialaspects of projects, including funding, budgets,forecasts, accounting reports,and requests for payments.
- Track sub-recipient expenditures to ensure efficient funding use and maintain up-to-date financial records and projections.
- Ensure cost reasonableness and documentation in line with HUD standards.
- Generate and submitrequired reports to HUD in accordance with federal guidelines.
- Assist with procurement processes, including bid solicitation ensuringall federal and local regulations are followed.
- Collaborate with internaland external stakeholders to ensure coordinated submission of reports, permits, and clearances related to contract activity.
- Planning & Strategy
- Assist in evaluating funding priorities based on community needs and eligibility criteria.
- Support tracking projectprogress toward programgoals and objectives.
- Assist with projectplanning timelines and construction schedules for infrastructure, rehabilitation, or public facility improvements.
- Support the development of procurement and implementation schedules that are realistic, compliant, and trackable allowing for early identification of compliance issues.
- Coordinate internally to ensure alignmentwith broader department goals.
- Communication& Collaboration
- Serve as a reliable point of contactfor project fundingpartners and consultants.
- Create and deliverinformational materials including tutorials, webinars, guidelines, and presentations for community partners.
- Work cross-departmentally to ensure efficientimplementation of projectsand share information clearly and effectively.
- Participate in team meetings, compliance training and workshops, as needed.

- Application & ProposalEvaluation
- Manage the application process for designated funding sources with a focus on CDBG (Community Development Block Grant).
- Prepare applications and train the community on eligible uses of funding.
- Assist in scoring,ranking, and makingaward recommendations based on established criteria.
- Track application outcomesand prepare summaries for internal use.
- Oversight & Compliance
- Develop and maintain programmanuals for fundingsources, detailing regulations and County procedures.
- Monitor projectsto ensure programmanuals and requiredregulations are adheredto by sub-recipients, including conducting inspections of project sites, properties, and data entry and quality.
- Track construction milestones and perform site visits to verify compliance and project completion.
- Maintain technical competency in HUD, Commonwealth of PA, and other programguidelines, project financing, County financial practices, nd federal, state, and local legal requirements.
- Prepare projectreviews (e.g., historical, environmental), including gathering and assembling information and administrative duties.
- Monitor compliance with Davis-Bacon, Prevailing Wage, and Section3 and other programmatic requirements across applicable projects.

- **Required**: Bachelor's Degree in BusinessAdministration, Public Administration, Construction Management, Planning, related field OR equivalent experience.
- **Preferred**: MastersDegree in relatedfield. 2 years'experience in Grant Management.
- **A Plus**:Experience managing Housing& Urban Development (HUD) and PA Department of Community and Economic Development (DCED) projects. Construction or procurement background.
- Must possess and maintain a valid driver'slicense and have use of a personalvehicle.
- Typing skills at 35 wpm.
