Reports to: Foremen’s; Office Manager; Road & Bridge Superintendent

FLSA: Non-Exempt

Position Summary

Under the supervision of the Superintendent and Foremen’s, the Equipment Operator I maintain and repairs county roads and bridges. The employee in this position is required to operate trucks and perform manual labor for road and bridge maintenance, hauling and spreading rock, snow removal and related duties. The Equipment Operator I must be able to operate department equipment, power and hand tools and must know construction standards and related information that apply to their project. Utilizes accepted standards of safety in all phases of designed duties. Follows objectives and policies that are predetermined by the County of Atchison.

Essential Functions

This is not a comprehensive listing of all functions and duties performed by and Equipment Operator I. Essential duties and responsibilities may include, but are not limited to the following:

  • Replaces signs and barricades on road projects as needed;
  • Installs and cleans tubes and culverts;
  • Hauls and spreads rock, salt and sand;
  • Performs snow removal operations;
  • Performs bridge repairs;
  • Performs mowing and brush removal on roadsides;
  • Performs patching and sealing of roads;
  • Operates spray truck and related equipment;
  • Keeps accurate records of each treatment of noxious weeds;
  • Makes minor repairs and adjustments to machinery;
  • Records maintenance to equipment and machinery as necessary;
  • Performs traffic control duties

  • Reports all safety defects on equipment and vehicles;
  • Exhibits positive attitude towards position, co-workers, supervisory personnel and members of the general public.

Secondary Functions

  • Attends meetings and trainings, as required;
  • Assists with warehouse organization, upkeep and cleaning;
  • Performs any other related duties as deemed necessary or as required by foreman's or by superintendent

Knowledge

  • Knowledge of applicable federal, state, county and municipal laws, rules, regulations, codes and/or statutes, processes and procedures;
  • General knowledge of road and bridge maintenance and construction;
  • General knowledge of operation, maintenance and safety precautions of equipment used;
  • Knowledge of applicable departmental policies, procedures and regulations;
  • Knowledge of chemicals and hazardous materials;
  • Thorough knowledge of safety standards;
  • Knowledge of construction standards and related information that applies to projects.

Skills

  • Prioritizing work assignments and projects as well as establishing standards to use and implement;
  • Good oral and written communication, interpersonal, and customer service skills.

Abilities

  • Ability to operate truck and various department equipment, machinery and motor vehicles;
  • Ability to read and comprehend county, state and federal regulations;
  • Ability to read and comprehend technical/mechanical manuals;
  • Ability to follow written and/or verbal directions;
  • Ability to analyze safety situations;
  • Ability to access situations and make recommendations;
  • Ability to gain knowledge of the geography of the city and county;

  • Ability to maintain effective working relations with peers, public officials and the general public;
  • Ability to establish and maintain effective working relationships with county employees within administration, staff members and from other departments;
  • Ability to handle citizen concerns and complaints effectively;

  • Ability to speak clearly and persuasively in positive or negative situations;
  • Available to be on call as needed;
  • Ability to work evenings, weekends and/or holidays;
  • Ability to meet physical demands worksheet requirements.

Required Education and/or Experience

  • High school education or G.E.D

Required Certifications, Licenses & Requirements

  • Valid Driver’s License;
  • Without record of suspension or revocation in any state.
  • Manual Class B CDL with tanker endorsement must be obtained within 90 days of employment.

Working and Physical Conditions

  • Manual labor is required;
  • Frequent high mental, visual and auditory concentration is required;
  • General indoor and outdoor working environment;
  • The employee is exposed to outside adverse weather conditions regularly; wet and/or humid conditions; extreme cold and/or heat; risk of electrical shock and explosives;
  • The employee regularly works with or near moving mechanical equipment and is frequently exposed to fumes or airborne particles and toxic or caustic chemicals;
  • Exposure to chemicals/chemical fumes and hazardous materials are a factor in this position;
  • The employee may be exposed to dangerous situations;
  • The employee occasionally works in high, precarious places;
  • The noise level in the work environment is usually moderate, however, it can increase to loud and chaotic;
  • Employee must frequently lift and/or move up, push or pull up to 50 pounds; occasionally push or pull up to 100 pounds;
  • While performing the duties of this job, the employee is regularly required to talk and hear;

  • The employee is regularly required to use hands and fingers to handle, feel or operate objects, tools or controls and reach with hands and arms;
  • The employee is frequently required to stand, walk, sit, climb or balance, and stoop, kneel, crouch, or crawl;
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
