Road & Bridge Superintendent

• Provide overall leadership, planning, organization, and administration of Road & Bridge operations and personnel
• Direct road, bridge, culvert, drainage, signage, fleet, and maintenance programs to ensure safe and efficient public infrastructure
• Develop, administer, and monitor annual operating and capital budgets, including equipment replacement and capital improvement planning.
• Onsite daily inspections of ongoing projects and road conditions
• Submit monthly report of bridge inspections
• Update & submit an annual 5-year road & bridge maintenance/replacement program in the month of January
• Plan, prioritize, and oversee construction, maintenance, rehabilitation, and infrastructure improvement projects
• Coordinate activities with local, state, and federal agencies, utility companies, consultants, contractors, and other county departments
• Develop and implement employee training, safety programs, succession planning and workforce development initiatives
• Ability to operate department equipment and motor vehicles;
• Provide technical recommendations and infrastructure planning support to the Board of County Commissioners

• Direct and manage all Road & Bridge operations, including road maintenance and inspection, culvert replacement, drainage improvements, signage, and fleet operations
• Develop short term and long-range infrastructure maintenance and capital improvement plans
• Prepare and administer annual operating and capital budgets and monitor expenditures
• Establish project priorities, staffing requirements, equipment utilization plans, and departmental goals
• Supervise, mentor, evaluate, and develop supervisory and management staff
• Direct recruitment, hiring, training, performance management, disciplinary actions, and employee development programs
• Coordinate emergency response activities related to severe weather, flooding, snow and ice operations, and infrastructure failures
• Recommend equipment purchases, fleet schedules, and operational improvements
• Ensure compliance with OSHA, MUTCD, environmental regulations, county policies, and applicable state and federal requirements
• Coordinate with engineers, consultants, contractors, utilities, municipalities, and regulatory agencies regarding public infrastructure projects
• Investigate citizen concerns regarding road conditions, bridges, drainage issues, traffic control devices, and public safety concerns
• Monitor roadway, bridge, and drainage system conditions and establish maintenance priorities
• Develop policies, procedures and performance standards to improve operational efficiency and service delivery
• Review engineering plans, specifications, project estimates, and maintenance recommendations
• Present departmental reports, project updates, budget recommendations, and infrastructure planning information to the Board of County Commissioners
• Promote a culture of safety, accountability, customer service, and continuous improvement throughout the division

KNOWLEDGE, SKILLS, AND ABILITIES:

REQUIRED:

• Thorough knowledge of road, bridge, culver, drainage, and public infrastructure maintenance and construction practices
• Knowledge of public works administration, budgeting, procurement, and personnel management
• Knowledge of federal, state, and local regulations affecting public works operations
• Knowledge of construction methods, materials, equipment, and safety practices
• Knowledge of fleet management and equipment programs
• Knowledge of infrastructure asset management and capital improvement planning
• Ability to analyze operational, engineering, and budgetary information
• Ability to plan, organize, direct, and evaluate the work of a large and diverse workforce
• Ability to communicate effectively both verbally and in writing
• Ability to establish and maintain effective working relationships with elected officials, employees, contractors, regulatory agencies, and the public
• Ability to manage multiple priorities and make sound decisions under pressure

MINIMUM QUALIFICATIONS:

• Minimum of 10 years of progressively responsible experience in road and bridge construction, maintenance, public works operations, or related infrastructure management
• Minimum of 5 years of supervisory and management experience
• Valid Kansas Driver's License
• Demonstrated experience in budgeting, personnel management, capital planning, and project administration

PRFERRED QUALIFICATIONS:

• Bachelor's Degree in Civil Engineering
• Professional Engineer (PE)
• Public Works Certification, APWA Certification or equivalent professional credential
• Experience managing large public-sector infrastructure programs

WORKING CONDITIONS:

Work is performed in both office and field environments. Duties require travel throughout the county to inspect roads, bridges, drainage structures, construction projects, and maintenance operations. Exposure to varying weather conditions, construction equipment, traffic hazards, noise, dust, and uneven terrain is expected.

PHYSICAL REQUIREMENTS:

• Ability to inspect roads, bridges, culverts, and construction projects in field environments
• Ability to traverse uneven terrain and construction sites
• Ability to lift 50 pounds occasionally
• Ability to operate a motor vehicle
• Ability to communicate effectively with employees, officials, contractors, and the public
