Overview
The Consultant will serve as the part-time EAM Geospatial Specialist and report to the designated internal EAM staff member. The EAM Geospatial Specialist will support the development of geospatial data standards and system integration protocols for the EAM Program, in collaboration with EAM Program stakeholders (e.g., facilities, Technology Department, system integrators, EAM Division, etc.). The EAM Geospatial Specialist will also assist with geospatial data preparation and the development of Web Maps and applications as requested by the Authority. The EAM Geospatial Specialist will collaboratively support the full lifecycle of geospatial integration deliverables for the EAM Program, from initial requirements definition and solution design through final implementation and maintenance.
The Consultant will perform activities under Task 1, which include but are not limited to the following:
DUTIES - TASK 1: EAM GEOSPATIAL SPECIALIST
At the direction of the Enterprise Asset Management Division, in coordination with various EAM Program stakeholders, and in alignment with EAM Program standards, the
Geospatial Data Standards & Governance
- Develop and document geospatial data models and schema for critical transportation infrastructure assets (e.g., bridge structures, roads, signals, signs, rail) for the PANYNJ EAM geodatabase environment.
- Create and maintain comprehensive master and metadata for the EAM Program data dictionary (referred to as ARID) for all EAM-related geospatial features, attributes, and domains.
- Assist with the design, implementation, and ongoing maintenance of the Linear Referencing System (LRS) and associated Linear Referencing Methods (LRM) for the EAM Program.
- Assist with the definition of technical specifications and coordinate the creation/curation of authoritative base maps for EAM operations.
- Implement and document procedures for geospatial data validation and quality control to ensure positional accuracy, completeness, and adherence to defined standards.
Geospatial Data Integration
- Collaborate with the Technology Department (TEC) and with the Asset Management Support Services (AMSS) team to define the technical architecture for seamless, bi-directional exchange and synchronization of asset data between the GIS platform (Esri ArcGIS) and the Enterprise Maximo Platform (EMP).
- Collaborate with TEC and AMSS to document system architecture and spatial workflows.
Web Mapping and Application Development
- Design, publish, and manage map and feature services that serve as the authoritative source of asset information for web and mobile applications.
- Design, configure, and deploy user-friendly Web Maps and Web Applications (using ArcGIS Online/Portal, Experience Builder, or Field Maps) tailored for specific EAM workflows (e.g., inspection planning, maintenance work order creation, asset inventory review).
- Ensure map components and applications are intuitive and meet the end users’ business requirements.
QUALIFICATION
The Consultant must present the following qualification:
- Bachelor’s degree in Geographic Information Systems, Geographic Information Science, Geography, Computer Science, Information Science, Data Science, Engineering or a closely related field.
- Minimum of 5 years of progressive professional experience utilizing GIS in a transportation, public works, or asset management environment:
PREFERRED SKILLS
- Expert knowledge of the Esri ArcGIS Platform: ArcGIS Pro, ArcGIS Enterprise (Server/Portal/Online), and mobile applications (Field Maps, Survey 123).
- Strong expertise with enterprise geodatabases: data management, versioning, and replication.
- Demonstrated experience in defining and implementing a Linear Referencing System and Linear Referencing Methods (LRM) within a transportation or utility network
- Certified Geographic Information Systems Professional (GISP)
- Experience integrating GIS with a major EAM/CMMS platform (e.g., Maximo, SAP, AssetWorks).
- Experience with CAD integration and conversion of engineering plans to GIS features.
- Knowledge of maintenance and asset life cycle management
- Knowledge of asset hierarchy modeling
- Knowledge of data pipeline tools and scripting/programming languages.
- Superior oral, written, presentation, and deck building skills.
- Proven problem-solving, negotiation, conflict resolution, and customer management skills.
- Experience working cross-functionally with varied business lines and stakeholders, demonstrating effective communication at all levels, including executive-level communications.

Pay: $32.67 - $39.35 per hour
Expected hours: No more than 30 per week
