OVERVIEW
Assignment
This contract Project Manager 2 assignment will work within the Customer Support Services (MS) organization at the company. The role of the Project Manager is to facilitate business projects supporting various Customer Support Services teams. The Project Manager in this assignment will serve as a point-of-contact, collaborating with the manager, team members, and business stakeholders to plan project stages and assess business implications for each stage as well as monitoring progress and reviewing controls to assure deadlines, standards, and targets are met.
Organization
The Customer Support Services organization provides Load Forecasting and Analysis, Customer Contract Management and Administration, Customer Billing, Customer Metering Services, company policy direction, governance, and oversight of company’s customer (non-Supply Chain) contracting services, and interfaces with front office organizations. Customer Support Services provides overall business management and integration for customer service systems.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager or other federal personnel with the authority to do so.
- Facilitate assigned medium-size proposals and projects from inception to conclusion and in accordance with PMI-based methodology, industry standards, best practices and internal skill development.
- Draft project plans, resource strategies, and funding estimates as required to advance each assigned project.
- This includes planning project phases and assessing business implications for each phase.
- Facilitate a defined original project scope and obtain authorization for changes to the project cost, schedule, or performance.
- Forecast and recommend appropriate project resources to fulfill project needs, which must be provided by appropriate performance managers.
- Provide recommendations and guidance to technical staff and serve as liaison between business and technical aspects of projects. This includes planning project stages and assessing business implications for each stage.
- Monitor the project schedule. Alert the Manager to any changes to or delays in the schedule.
- Schedule and facilitate team meetings and coordinate activities of sub-teams.
- Plan and coordinate activities for designated projects to verify that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.
- Review and monitor project funding and budget. Alert the Manager of any budget concerns.
- Actively maintain project documents, schedule, budget, and workflow in the project management system of record.
- Actively engage with internal teams to facilitate the tasks and activities of the team, properly understand the business needs, dependencies on other initiatives, and assist the Management in deploying the solution.
- Alert the Manager of obstacles or work with the project sponsor or project resource’s performance managers to remove obstacles so that the team can complete the project.
- Assist the manager coordinating an effective team and allocating team members to project tasks. Alert the manager of any resource allocation issues and recommend solutions
- Allocate time in the project plan for the project team to attend all recommended training.
- Project Manager must take a proactive stance on risk management.
- Analyze and identify areas of risk and obtain appropriate guidance from the manager or Contracting Officer.
- Maintain issue, risk, and/or action logs.
- Draft and recommend contingency plans to minimize / eliminate risks on an ongoing basis.
- Draft regular status reports, final reports or deliverables and generate and act on lessons learned. With approval of the manager, issue final reports and act on lessons learned.
- Review meeting minutes and action items from any missed meetings.
- Maintain consistent communication with the project sponsor, project resources performance managers, and stakeholders on the progress of the project versus the plan.
- Mark documents and maintain filing systems, files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes
- Support change management and business analysis activities as needed for the projects.
REQUIREMENTS
Education & Corresponding Experience
- A bachelor’s degree in business administration (or closely related field) is preferred.
- 5 years of experience is required with an applicable bachelor’s degree.
- 10 years of experience is required without a degree or an applicable degree.
- Experience direct work experience in project management field, including all aspects of process development and execution including strong familiarity with project management software.
Required Technical Skills & Experience
- 5 years of demonstrated project management experience on projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans.
- 5 years of demonstrated experience successfully coordinating or running multiple projects simultaneously.
- 5 years of demonstrated working knowledge of System Life Cycle (SLC) principles.
- Demonstrated experience in project planning for assigned work streams, managing priorities, deliverables and milestones, identifying and tracking project issues, risks, management decisions, and action items.
- Demonstrated experience with Visio flowcharts or similar software.
- Demonstrated experience with Microsoft Project or similar project management software, including familiarity with the fundamental operation, function, and workflow of Microsoft Project timelines, dependencies, deliverables, milestones, and resources.
