OVERVIEW
Assignment
This full-time contract CAD Technician position will provide quality design, layout, and production of engineering, civil, mechanical, electrical, and fiber optic drawings within the Communications and Control Planning (TPMC) organization at the agency. This position will perform necessary research using standard, plan and profile, hardware, civil, and survey drawings, to control product reliability and accuracy for engineering, technical, and commercial applications. This position may assist other Transmission Planning organizations, such as Transmission Planning (TPP) and Customer Service Engineering (TPC), with CAD tasks as needed.
Organization
Communications and Control Planning (TPMC) is a tier four workgroup in the Transmission Planning and Asset Management (TP) organization. TPMC is responsible for supporting Transmission Services’ asset management program, planning, and implementation. Areas of responsibility include communications and control planning and development of Remedial Action Schemes (RAS), asset strategy, and implementation.
ASSIGNMENT RESPONSIBILITIES
Major Duties:
65% Planning/Technical Support:
• Reviews electronic schematics and supporting documents to develop, compute, and verify specifications for drafting data.
• Develops methods and procedures to utilize computer-aided design (CAD) software.
• Utilizes CAD programs (MicroStation) to create/draft and/or revise project requirements diagrams, 60 Hz diagrams, customer long range plans, and communications diagrams in accordance with standards and applicable regulations.
• Reviews preliminary sketches, drawings, specifications, and other engineering data to validate conformation to design concepts and to determine complexity and time estimates for completion.
• Provides technical support to engineers and interacts with other professional staff to collect data and information associated with planning for utility system interconnections and other customer projects.
• Provides technical guidance and training in the use of CAD software to enable development of planning drawings and diagrams by engineers.
• Reviews drawings drafted by engineers to evaluate conformance to requirements and overall adequacy.
25% Planning Standards:
• Reviews and implements technical requirements for interconnection to the transmission grid.
• Provides guidance and leadership in the development and application of planning templates, standards, and guidelines for technical long-range plans, 60 Hz diagrams, communications diagrams and project requirements diagrams.
• Reviews and maintains long-range plans, 60 Hz diagrams, communications diagrams, standards, and guidelines to ensure overall consistency in drawing content, format, and procedures.
• Verifies that project requirements diagram (PRD) standards reflect the appropriate CAD requirements.
• Plans and delivers standards and PRD development training to planning engineers.
10% Systems Support:
• Marks documents and maintains filing system(s), files, emails, and records in accordance with compliance requirements. Shares and disperses documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Marks and maintains all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validates official records are accurately maintained for auditing purposes.

REQUIREMENTS
Education & Corresponding Experience
• High school diploma or GED is required
• Associate’s degree or higher in a technical CAD training program is preferred
• 4 years of civil, structural, or electrical CAD drafting experience is required.
Required Technical Skills & Experience
• Knowledge and certified training or experience in MicroStation or AutoCAD is required.
• Working knowledge of MS Office to include Excel, Outlook, PowerPoint, and Word is required.
