About the Role
We are seeking an experienced Technical Software Lead to provide on-call services in support of LA Metros new Safety Management System. This project will replace three legacy systemsVehicle Accident Monitoring System (VAMS), TransitSafe, and SAFE 7with a modern, intuitive platform that enhances the reporting, investigation, and resolution of safety events.
The successful candidate will lead the technical design, development, integration, and implementation of this system, working closely with Metro stakeholders to ensure an efficient, secure, and user-friendly solution.
Key Objectives
- Streamline Safety Event Reporting
- Simplify and expedite reporting for Metro staff, including frontline workers with limited technical expertise.
- Field-Ready Functionality
- Enable mobile access via Wi-Fi and cellular-enabled devices (e.g., tablets) for on-site accident and injury reporting.
- Geospatial Safety Data Analysis
- Implement tools for time and location-based trend analysis of safety events.
- Enhanced Monitoring & Response
- Equip supervisors, managers, and the Corporate Safety team with real-time tools to track and act on assigned safety responses.
Scope of Activities
The Technical Software Lead will oversee development and migration activities to:
1. System Migration & Event Capture
- Migrate all Safety Management business processes and reporting from VAMS, TransitSafe, and SAFE 7 to a new system.
- Implement features to capture:
- Accidents involving Metro buses, rail, and non-revenue vehicles
- Incidents at Metro facilities
- Work-related injuries, hazards, and near misses
2. Safety Event Response & Process Integration
- Support the full response lifecycle, including:
- Accident and injury investigations
- Accident review board outcomes
- Field Observation Forms (currently in TransitSafe)
- Rail Efficiency Tests (currently in VAMS)
- Safety Inspection Management (currently manual)
- Local Safety Committee Meetings
3. Data Archiving & Rail Efficiency Test Management
- Ensure proper archiving and accessibility of historical safety data.
- Manage Rail Efficiency Tests in compliance with new system requirements.
Acceptance Criteria
The system will be considered successfully implemented when:
- All deliverables meet specifications and requirements.
- All required software components (interfaces, workflows, reports, forms) are developed and functional.
- SSO is implemented and documented.
- All business users are trained and supported post-implementation.
Training & Documentation Requirements
The contractor will develop:
- Step-by-step user guides, reference manuals, and quick-start guides
- FAQ documentation
- Training slide decks, videos, and/or interactive modules
- Contextual in-application help
- Change management materials and updated policy/SOP documents
Minimum Requirements
- 5 years development experience with Oracle Application Express (APEX) v21
- 5 years with AJAX and PL/SQL
- 5 years with Oracle E-Business Suite (EBS) 12.2
- 5 years with Oracle Workflow within EBS
- 5 years with WebADI
- Experience leading software development teams on/offshore, PM experience is a plus.
- Experience configuring EBS user authentication
- Proven leadership in enterprise system migrations
