Major Duties and Responsibilities
- Support development of a program-specific QA/QC Program Plan with representatives from the WMATA Office of Quality and Internal Compliance Operations (QICO);
- Establish key quality indices for all aspects of the designated programs; · Issue non-conformance notices to contractors on incorrect construction methods or materials found during audit, inspection, or surveillance;
- Maintain and monitor the performance of the program against KPIs established for QA/QC
- Program Plan and provide weekly reports to the PM;
- Manage Quality Meetings with engaging technical stakeholders, engineers, designers, and subcontractors to review program requirements and clarify and resolve any quality & SSC (Safety & Security Certification) questions or problems in every phase of the projects;
- Review construction materials based on conformance with specifications;
- Work constructively with members of the program team to resolve program quality-related issues and provide recommendations to the project team;
- Conduct audits of manufacturers, suppliers, installation contractors, systems integration, and acceptance testing;
- Review quality program submittals for compliance, as required by contract documents; and
- Assist the Task Manager with closeout of the construction contracts to affirm all quality measures were achieved in the construction of the work.
- Review contractors daily reports, and Observations and flag any document and quality related issues;
- Assist Task Manager and other projects key personnel with the review of safety and security certification plan (SSCO), Certifiable Items List (CIL), Project Hazard Analysis (PHA),
- Manage Safety & Security Working Group (SCWG) and monitor the SSC process;
- Provide Task Manager with monthly quality report;
- Regularly communicate and partner with contractors and WMATA field personnel, to create a digital library of the formatted photos, videos, and animation files in support of all RBIR
- Mechanical projects; and
- Support coordination and communication efforts among WMATA SAFE and QICO departments;
- Communication and outreach support services in collaboration with Customer Service,
- Communication and Marketing (CSCM) office.
Background and Experience Required
- A minimum of a bachelors degree in engineering, quality, architecture, or related field;
- A minimum of ten (10) years quality assurance and/or quality control experience in construction engineering and related quality oversight of inspection and testing for large infrastructure projects;
- Familiarity with ISO 9000 quality standards and its application to planning, design, and construction;
- A minimum of five (5) years of experience conducting quality assurance audits and surveillance of engineering design and construction activities;
- Familiarity with WMATA design criteria and standards and Quality Management Manual;
- Safety & Security Certification Program Representative shall have, within the last 3 years, completed a recognized certification training course provided by Federal Transportation Administration (FTA), Transportation Safety Institute (TSI), or other recognized Safety and Security Certification Training Agency; and
- Proficiency with Microsoft 365® Suite.
Preferred Qualifications
- Certified Manager of Quality/Organizational Excellence (CMQ/OE) Certification or Certified Quality Engineer (CQE) Certification.
Salary Range: $115,000 to $151,000 YR
