What are the responsibilities and job description for the Contract Administrator position at Cornerstone Concilium?
Summary
The Contract Administrators shall be responsible for assisting with developing contract documents,
including Invitations For Bid (IFB), Requests for Proposals (RFP) and Statements of Work (SOWs) for task
orders DECO intends to solicit for their business needs. Responsibilities also shall include supporting DECO
with the resolution of contract changes and claims.
Major Duties and Responsibilities:
- Identify appropriate methods of contracting for assigned projects and tasks, and develop procurement plans and schedules for the associated contracts and task orders;
- Assist with the preparation of contract documents and task orders for assigned projects and tasks;
- Solicit bids or proposals, facilitate pre-qualification and/or pre-bid meetings, develop selection criteria for proposals, coordinate selection committees, and manage amendments to project and task requirements before submittal of bids or proposals;
- Facilitate pre-qualification and/or pre-bid meetings for assigned contracts;
- Prepare the requisite documentation and acquire concurrence from executive staff for the award of contracts and task orders;
- Coordinate with the contractors or vendors to acquire the documentation of bonds, insurance and other documents necessary to execute the contract agreements;
- Evaluate contractor-prepared claims and change proposals, determine merit of the proposals, coordinate the preparation of WMATAs cost estimates, develop WMATAs negotiating position and assist with negotiation of the claims and changes;
- Prepare the contract modification package for final review and approval at the conclusion of negotiation for contractor-prepared claims and change proposal;
- Close the contracts and task orders once all requirements have been accepted by the Authority;
- Become familiar with WMATAs Procurement Procedure Manual (PPM) and with relevant WMATA Policy Instructions (PIs); and
- Perform other duties as assigned by the WMATA Task Manager.
Background and Experience Required
- A minimum of a bachelors degree in engineering, construction management, or a similar field.
- A minimum of ten (10) to 15 years of experience in construction contracts, change orders and claims.
- A minimum of five (5) to ten (10) years of transit construction experience.
- Demonstrated knowledge of the general principles, components, and requirements of developing procurement/solicitation packages.
- Experience managing procurement development for large-scale projects ($100 million ).
- Proficiency in Microsoft 365® applications.
- Knowledge of working in a government environment; and Ability to pass a government background check.
Preferred Qualifications
- Familiarity with the Brooks Act.
- Familiarity with the Buy America Act.
- Familiarity with Federal Transit Administration (FTA) procurement regulations.
- Project Management certification.
- Previous WMATA construction experience.
