Position Overview
The General Affairs Specialist serves as a foundational member of the new manufacturing facility, responsible for the initial physical setup and subsequent long-term operational management. This position acts as the primary architect of office and site infrastructure, ensuring the facility transitions from a construction or empty shell phase into a fully functional, high-efficiency working environment for both administrative and production staff.
Key Responsibilities and Accountabilities
- Manage the end-to-end setup of office spaces, breakrooms, and conference areas prior to the plant launch.
- Identify, evaluate, and negotiate contracts with service providers for security, cleaning, landscaping, and waste disposal.
- Lead the selection and purchasing of all non-production furniture, ensuring ergonomic standards and budget compliance.
- Conduct regular walkthroughs to identify maintenance needs and ensure the facility meets professional standards.
- Supervise cleaning crews to maintain high standards of hygiene and organization across all office and common areas.
- Manage office layouts and seating assignments to accommodate headcount growth and departmental restructuring.
- Maintain a detailed and accurate registry of all non-manufacturing assets, including electronics, furniture, and appliances.
- Manage inventory and procurement for office supplies, pantry stock, and stationery to prevent shortages.
- Oversee incoming and outgoing mail, courier services, and the distribution of internal documents.
- Assist in developing evacuation plans, coordinating fire drills, and maintaining first aid and fire safety equipment.
- Implement and manage site-wide recycling programs and sustainable waste management initiatives.
- Assist in drafting the annual General Affairs budget and monitor monthly expenditures to ensure fiscal targets are met.
- Manage end-to-end hospitality and logistics for visiting corporate employees and customers, including the coordination of local transportation, hotel accommodations, catering, and the preparation of dedicated meeting or touchdown spaces to ensure a professional experience.
Qualifications
- Bachelor’s degree in Business Administration, Hospitality Management, Facility Management, or a related field.
- Minimum of 3–5 years of experience in general affairs or facility operations, specifically within a manufacturing or industrial environment.
- Proven track record of participating in the setup, launch, or expansion of a new corporate office or production site.
- Demonstrated experience in sourcing, vetting, and managing third-party service contracts and industrial vendors.
- Competency in managing administrative budgets, processing invoices, and performing cost-benefit analyses for service contracts.
- Excellent verbal and written communication skills for interacting with government agencies, vendors, and corporate leadership.
- A strong commitment to providing a high-quality working environment for internal "customers" (employees).
- Ability to manage multiple timelines simultaneously, particularly during the critical facility setup phase.
- The flexibility to work in a fast-paced, evolving environment where priorities change as the plant scales.
- Experience working within diverse or international corporate structures, with an understanding of various professional working styles.
- Prior experience or formal training in managing Occupational Safety and Health Administration (OSHA) workplace requirements and documentation.
- Willingness to work occasional evenings or weekends during the critical launch phase or to oversee facility emergencies and high-priority visitor arrivals.
- Knowledge of SAP or similar Enterprise Resource Planning systems for requisitioning, asset management, and expense tracking is highly preferred.
- Bilingual in English and Chinese is a plus.
