Site Superintendent (Full-Time On-Site)

The Site Superintendent serves as Constructure's primary on-site representative and is responsible for directing and coordinating all field construction activities throughout the duration of the project. The Superintendent will maintain a continuous on-site presence during active construction and will oversee daily operations to ensure all work is completed safely, efficiently, and in accordance with the contract requirements, approved plans, specifications, and project schedule.

Primary Responsibilities

  • Manage and coordinate all daily field operations for milling, excavation, aggregate base replacement, asphalt paving, drainage improvements, shoulder construction, striping, signage, railroad crossing work, and associated civil construction activities.
  • Plan, sequence, and supervise the work of subcontractors, suppliers, equipment operators, and field personnel to maintain efficient project progress while minimizing impacts to govt client operations.
  • Coordinate daily activities with the Government's Contracting Officer's Representative (COR), Quality Control Manager, Site Safety and Health Officer (QCM/SSHO), utility representatives, testing agencies, and subcontractors.
  • Implement the approved construction schedule and prepare short-term look-ahead schedules to ensure timely completion of all project milestones.
  • Verify that labor, equipment, and materials are available to support planned construction activities and proactively resolve field conflicts or resource constraints.
  • Coordinate traffic control operations, site access, work-zone protection, and construction phasing in accordance with the approved Traffic Control Plan and project requirements.
  • Review drawings, specifications, Requests for Information (RFIs), and approved submittals with field personnel to ensure work is performed in accordance with contract requirements.
  • Monitor daily production rates, labor utilization, equipment performance, and subcontractor productivity while implementing corrective actions as necessary to maintain schedule.
  • Coordinate layout and survey activities and verify field measurements prior to construction.
  • Oversee material deliveries, storage, handling, and protection of Government property throughout the project.
  • Participate in quality control inspections and ensure deficiencies identified during preparatory, initial, or follow-up inspections are promptly corrected.
  • Support implementation of the Site Safety and Health Plan and ensure all construction activities comply with OSHA requirements, project-specific safety procedures, and established work practices.
  • Conduct daily coordination meetings with field personnel and subcontractors to review planned work activities, sequencing, safety requirements, and operational constraints.
  • Maintain daily construction reports documenting manpower, equipment, production quantities, weather conditions, deliveries, inspections, testing activities, and significant project events.
  • Coordinate utility locates, protection of existing infrastructure, and resolution of unforeseen site conditions.
  • Ensure housekeeping, environmental controls, erosion and sediment control measures, and protection of adjacent facilities remain in compliance throughout construction.
  • Support project closeout activities, including punch list completion, final inspections, as-built documentation, and turnover of completed work.

Minimum Qualifications

  • Minimum 10 years of experience supervising heavy civil, roadway, pavement rehabilitation, or Design-Build construction projects of similar size and complexity.
  • Demonstrated experience managing asphalt paving, earthwork, drainage improvements, utility coordination, traffic control, and subcontractor operations.
  • Experience on Federal, DoD, FBI, or other secure Government construction projects is preferred.
  • Thorough knowledge of OSHA construction safety requirements, quality control procedures, and construction sequencing.
  • Ability to read and interpret engineering drawings, specifications, schedules, and contract documents.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Proficient in preparing daily reports, coordinating subcontractors, and maintaining project documentation.
