Site Safety and Health Officer (SSHO) / Quality Control Manager (QCM)

Position: Site Safety and Health Officer / Quality Control Manager (Dual Hat)

The SSHO/QCM serves as Constructure's full-time on-site representative responsible for administering both the Construction Quality Control Program and the Site Safety and Health Program throughout the duration of the project. The SSHO/QCM shall maintain a continuous on-site presence during all active construction activities and shall ensure that all work is performed safely, in compliance with the Contract Documents, applicable codes and regulations, approved submittals, and Constructure's Quality Control and Safety Management Plans.

Working closely with the Project Manager, Site Superintendent, Government representatives, subcontractors, and testing agencies, the SSHO/QCM is responsible for preventing deficiencies before work is performed, identifying non-conforming work, implementing corrective actions, and maintaining a safe work environment for all project personnel.

Primary Responsibilities

Quality Control Responsibilities

• Implement and administer the approved Construction Quality Control Plan throughout the project.
• Conduct Preparatory, Initial, and Follow-Up inspections for each definable feature of work in accordance with the approved Quality Control Plan.
• Verify that all construction activities conform to the Contract Documents, approved drawings, specifications, approved submittals, and manufacturer recommendations.
• Coordinate laboratory testing, field density testing, asphalt testing, concrete testing, material certifications, and inspections required by the Contract.
• Review material deliveries to verify compliance with approved submittals and contract requirements prior to installation.
• Maintain the Quality Control documentation, inspection reports, testing records, deficiency logs, corrective action reports, and quality tracking logs.
• Identify non-conforming work and coordinate corrective actions with the Site Superintendent and subcontractors.
• Participate in Government quality inspections and coordinate resolution of comments or deficiencies.
• Monitor construction tolerances, pavement elevations, grading, drainage installations, asphalt placement, compaction, pavement striping, signage installation, and final acceptance requirements.
• Verify completion of punch list items and support project closeout documentation.

Safety Responsibilities

• Implement and administer the approved Site Safety and Health Plan (SSHP).
• Conduct daily safety inspections of the project site and document observations and corrective actions.
• Perform Activity Hazard Analyses (AHAs) prior to commencement of each major construction activity.
• Conduct daily toolbox safety meetings and safety briefings with all project personnel.
• Ensure compliance with OSHA regulations, applicable federal safety requirements, traffic control standards, and project-specific safety procedures.
• Monitor excavation safety, equipment operations, milling activities, paving operations, confined work areas, utility protection, and traffic control operations.
• Verify proper use of personal protective equipment (PPE) by all project personnel.
• Investigate incidents, near misses, and unsafe conditions and implement corrective actions to prevent recurrence.
• Coordinate emergency response procedures and maintain emergency contact information and first-aid resources on site.
• Maintain all required safety documentation, training records, inspection reports, incident reports, and corrective action logs.
• Exercise stop-work authority whenever unsafe conditions present an immediate threat to personnel, property, or the public.

Coordination Responsibilities

• Coordinate closely with the Project Manager and Site Superintendent to ensure construction activities are executed safely and in accordance with quality requirements.
• Attend progress meetings, quality meetings, safety meetings, and Government coordination meetings.
• Coordinate with subcontractors, suppliers, testing laboratories, survey personnel, and Government inspectors.
• Review Requests for Information (RFIs), submittals, and design clarifications for potential quality and constructability impacts.
• Maintain daily communication with Government quality assurance personnel regarding inspections, testing, and project status.
• Support implementation of project phasing, traffic control, environmental protection measures, and utility coordination activities.

Minimum Qualifications

• Minimum 10 years of experience performing Quality Control and/or Safety Management on federal heavy civil, roadway, paving, or Design-Build construction projects.
• Demonstrated experience implementing Construction Quality Control Programs and Site Safety and Health Programs on projects of similar scope and complexity.
• Thorough knowledge of asphalt paving, grading, drainage improvements, traffic control, excavation safety, utility coordination, and pavement construction.
• Working knowledge of OSHA Construction Standards (29 CFR 1926), quality management principles, and applicable federal construction requirements.
• Experience conducting preparatory, initial, and follow-up inspections, documenting deficiencies, and coordinating corrective actions.
• Ability to read and interpret engineering drawings, specifications, testing reports, and contract documents.
• Strong organizational, communication, documentation, and problem-solving skills.

Expected Time On Site

The SSHO/QCM shall maintain a 100% on-site presence during all active construction activities and shall remain immediately available to oversee quality control inspections, safety compliance, Government inspections, testing activities, and field coordination throughout the project.
