CSEngineering is seeking a Program Acquisition Specialist to join our growing team! This role will support the planning, coordination, and execution of program acquisition and management activities within a government operational environment. The ideal candidate will bring strong experience in DoD acquisition processes, program management, and lifecycle support for complex systems within regulated environments.
JOB RESPONSIBILITIES
- The Program Acquisition Specialist will support the planning, coordination, and execution of acquisition and program management activities, ensuring alignment with organizational objectives and regulatory requirements.
- The role will serve as a senior advisor supporting the execution of Defense Business Systems (DBS) and IT capability lifecycles across multiple programs and portfolios.
- The Program Acquisition Specialist will provide technical guidance on acquisition strategies, policies, and procedures, ensuring compliance with applicable DoD regulations and frameworks.
- The position will support the development, analysis, and review of acquisition documentation in accordance with the Adaptive Acquisition Framework (AAF) and applicable guidance.
- The role will support program management activities, including strategic planning, risk mitigation, performance tracking, and reporting across multiple functional areas.
- The Program Acquisition Specialist will assist in standardizing acquisition processes through development of templates, best practices, and lessons learned.
- The position will support Business Process Re-engineering (BPR), Continuous Process Improvement (CPI), and Organizational Change Management (OCM) initiatives.
- The role will provide guidance to stakeholders on acquisition compliance, statutory requirements, and program execution strategies.
- The Program Acquisition Specialist will support coordination across multiple teams and locations to ensure effective integration and execution of program objectives.
- The role will monitor program performance, track milestones, and contribute to reporting on risks, issues, and overall program status.
- The position will apply strong analytical, communication, and teamwork skills to support acquisition and program management efforts in a complex, regulated environment.
REQUIRED QUALIFICATIONS
- Bachelor's degree with a Master's degree in a relevant field (e.g., Business Administration, Management, Information Technology, Public Administration, Project Management, or related discipline).
- Minimum of ten (10) years of experience in program management and government acquisition.
- DAWIA Advanced/Level III/Professional Certification in Program Management or Contracting.
- Project Management Professional (PMP) certification or equivalent senior program management certification.
- Minimum of five (5) years of experience supporting Defense Business Systems (DBS) acquisition lifecycle management within DoD environments.
- Experience supporting acquisition strategy development and authoring acquisition documentation in compliance with the Adaptive Acquisition Framework (AAF).
- Experience supporting Business System Category (BCAT) programs.
- Experience providing acquisition subject matter expertise and guidance on complex acquisition matters.
- Experience supporting Business Process Re-engineering (BPR) and Continuous Process Improvement (CPI) initiatives.
- Experience supporting Agile and/or DevSecOps implementation within DoD acquisition environments.
- Experience supporting program execution across multiple teams, portfolios, and locations.
- Strong knowledge of DoD acquisition regulations, policies, and procedures.
- Demonstrated leadership experience supporting complex programs and acquisition milestones.
- Experience supporting digital transformation initiatives within government environments (preferred).
- Experience supporting organizational change management (OCM) efforts (preferred).
Location: Washington, DC (NCR) with potential travel to other government sites as required.
PREFERRED CERTIFICATIONS
- Lean Six Sigma Green Belt certification preferred.
- Government program management certifications are highly desirable.
