Connecticut Coalition Against Domestic Violence (CCADV), is a 501(c)(3) organization that is the leading voice against domestic violence across Connecticut. Headquartered in Middletown, where we employ 50 people in a hybrid work setting. CCADV leverages a statewide network of 18 member organizations with 400 advocates who focus on advocacy, outreach, and education. Their work transforms political, economic, and social responses in an effort to end domestic violence in Connecticut. CCADV receives over $20M in revenue annually, mostly from federal and state grants.

Job Summary

The Director of Law Enforcement Services is a seasoned leader who is responsible for the enhancement of victim safety and arrest practices aimed at supporting and developing systems responsible for responding to family violence. The Director shall provide training and technical assistance in support of Connecticut’s Law Enforcement Response to Family Violence Model Policy to complement training conducted by the Connecticut Police Officer Standards and Training Council and the Department of Emergency Services and Public Protection.

This position requires working with both law enforcement and advocates strengthening collaboration to ensure a seamless response to the needs of survivors of family violence. This individual will lead social justice considerations which affect victims and victim safety with unique emphasis around criminal justice responses to communities of color.

Job Responsibilities:

  • Serves as the project lead for grant and primary contact between the Department of Emergency Services and Public Protection, the Police Officers Standards and Training Council, law enforcement domestic violence supervisors, and domestic violence service providers.
  • Responsible for project-specific grant management including writing proposals, monitoring, providing training and technical support, drafting, and submitting quarterly grant reports detailing activities, challenges, trends, and successes.
  • Oversees the implementation and support of the Lethality Assessment Program (LAP) initiatives to enhance victim safety and law enforcement engagement by providing training, assessment, and technical support to member program LAP coordinators, the Department of Emergency Services and Public Protection, and municipal law enforcement agencies. Develop biannual reports detailing project status and statewide statistical data with a focus on impact.
  • Offers leadership and coordination to CCADV’s Law Enforcement Advisory Committee to convene meetings quarterly and guide this entity to capture member expertise in support of the grant projects. Ensures that agendas are robust and policy driven with goals and expectations outlined annually.
  • Provides support to the Domestic Violence Criminal Justice Response and Enhancement Advisory Council and co-chairs the Police Response to Crimes of Family Violence Model Policy Subcommittee.
  • Oversees the Domestic Violence Fatality Review Task Force to track data and trends and to drive change in service systems in the state.
  • Manages case documentation and arranges case presenters for monthly task force meetings.
  • Develops biannual report detailing case findings and recommendations for system enhancements. Works with the VP of Government and Public Relations and the Director of Development and Communications to ensure that fatality data is up-to-date and available.
  • Identifies and addresses the on-going training and resource needs of advocates and law enforcement with a focus on achieving project goals and for training and resource needs of advocates and domestic violence liaison officers regarding victim safety and best practices out in the field.
  • Convenes regional meetings of domestic violence advocates and domestic violence liaison officers to foster collaboration and guidance to the field.
  • Supports curricula development for delivery of training to law enforcement and community-based domestic violence agencies including design, plan and implementation of training related to this project.
  • Initiates and maintains effective working relationships with appropriate funders, governmental and non-governmental agencies, project partners, CCADV members, and relevant personnel at the local level and state level.
  • Maintain central office files of meeting agendas, minutes, correspondence, and plans; manage a viable system to ensure agenda and minutes are developed and disseminated in a timely manner to CCADV member programs and to other parties in accordance with CCADV’s plans.
  • Travel as required.

Qualifications:

  • Bachelor’s Degree required
  • 7 years of law enforcement experience
  • Demonstrated experience and expertise in planning and program development
  • Expertise in leading and collaborating with diverse groups , individuals, and stakeholders
  • Proficient in Microsoft Suite
  • Demonstrated understanding of and commitment to CCADV’s mission, as well as, understanding of issues related to domestic violence.

Pay: $72,000.00 - $74,000.00 per year
