SCREENING PROCESS

The screening process for this position, which may be subject to modification, will include some form of a(n): evaluation of education and employment history as it relates to the established minimum entrance qualifications, submission of required documents, including resume/cover letter, if applicable, and responses to supplemental questions, if applicable. The stated qualifications for the position represent only the minimum requirements and do not guarantee qualification for examination or placement on an eligibility list.

EXAMINATION PROCESS

The examination may consist of any combination of a(n): training and experience (T&E) evaluation, written/performance assessment(s), structured oral panel interview, situational judgement interview, or other type of exam of fitness for duty. All parts of the examination process are job related. A passing score must be attained on each portion of the exam to advance to the next stage and ultimate placement on an eligibility list.

DISABILITY ACCOMMODATION

Requests for reasonable accommodations for the testing process must be made no less than two (2) days prior to the examination. Requests must be signed by your medical doctor, school psychologist, or learning consultant as appropriate and must be on provider letterhead and contain an actual signature.

EXAM PROTESTS

Protest of any part of the exam process must be in writing and submitted to the Director, Classified Human Resources no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results. We cannot be responsible for lost mail, misdirected mail, or failure of mail to be delivered after it has been entrusted to the U.S. Postal Service.

ESTABLISHMENT OF ELIGIBILITY

Candidates who are successful in all screening and testing stages will be placed on an eligibility list. The eligibility list created from this recruitment will expire after six (6) months, and may possibly be extended for one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change.

SELECTION PROCESS

Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Please note that candidates will be removed from the eligibility list for declining the invitation to interview more than two (2) times, and immediately after declining an offer of employment.

OFFERS OF EMPLOYMENT

Official offers of employment are ONLY made by the Conejo Valley Unified School District Human Resources Department designee. Offers are subject to satisfactory completion of ALL the pre-employment processing including: successful completion of a physical examination, if applicable, tuberculosis examination, CA DOJ and FBI livescan/background clearance , and proof of eligibility to work in the United States.

ADVANCED STEP PLACEMENT

All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from Human Resources. Requests for advanced step must be submitted in writing to the Human Resources office before the employee's first day of work. Approval will be based on the following criteria:

A) Additional qualifying experience beyond that required for entry into the class.

B) Additional education at the college level when related to the position, beyond the established educational requirements for entry into the class.

C) Evidence of currently receiving a salary greater than the first step of the salary for the classification.


  • Assists the District in developing the data base and projections for the Facilities Master Plan by determining pupil population and projections through maturation; 
  • Maintains Street Index and Attendance boundary maps, proposing attendance boundary realignments and location for new schools and/or school closures;
  • Implements and maintains a district Geographic Information System (GIS) working with vendors, district, county and city personnel;
  • Coordinates, implements, and assists in the planning of the district’s construction projects to ensure the timely and effective development, implementation, and delivery of each project in compliance with federal, state, and local regulatory requirements.  Confers with staff regarding contractual needs for projects at all district facilities, including projects identified through the facility master plan, maintenance needs, or site requests, and knowledge of Division of the State Architect (DSA) requirements;
  • Coordinates with each site, reporting utilization and capacity, based on current usage annually;
  • Compiles specifications for bids, ensures appropriate contractor licensing and insurance requirements are included in bid documents;   
  • Schedules and attends job walks, greets contractors, distributes job walk agenda, summary of work and answers questions regarding the district’s bidding process;
  • Advertises notice to bidders in various publications, per Public Contract Code (PCC) and in Compliance with the Uniform Public Construction Cost Accounting Act (CUPCCAA); 
  • Attends the public opening of bids, as outlined in PCC and CUPCCAA, compiling result data for publication;  
  • Prepares agenda reports requesting approval for award of contracts, change orders and notices of completion;
  • Completes and assembles contract documents to include such documents as the contract agreement, liability and workers' compensation insurance, performance and payment bonds and notices of completion; 
  • Checks and processes contractor, architect and other pay requests and maintains construction project records; 
  • Provides information regarding construction contract matters to contractors, District personnel and other public agencies; 
  • Assists in administering the School Facilities Fees Policy by reviewing and verifying building permit applications and/or plans for residential and commercial/industrial development; 
  • Processes payment requests for architects, contractors and any invoices associated with each project.  Verifies submission of certified payroll records through DIR portal, coordinates with project managers to verify percent of completion, and filing of notices of completion.; 
  • Independently responds to County/City requests for environmental impact statement data and development allotment permits; 
  • Represents the department on Planning and Facility related District and citizen committees; 
  • Prepares a variety of requisitions/purchase orders, related to each project, ensuring all supporting documents have been collected.
  • Completes and assembles contract documents in include such documents as the contract agreement or field contract, labor and performance bonds, insurance requirements, DIR Registration, etc.  
  • Issues Notices to Proceed, including appropriate means of presenting payment applications during performance of work.  
  • Maintain integrity of project site files, including Division of the State Architect (DSA) drawing/project files, for historic reference.
  • Attend a variety of meetings, workshops, conferences and trainings to maintain current knowledge of emerging contract trends and related laws, codes, rules and regulations.
  • Performs other duties as assigned that support the overall function of the position
Education
 Graduation from a recognized college or university with a Bachelor’s degree in Planning, Public Administration, Business Administration, Finance, Economics, or a closely related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
Experience
 Three (3) years of full-time, paid, professional-level experience performing planning, analytical, or program support duties in an engineering, architecture, construction, or facilities maintenance office, with an emphasis on project-related work involving data analysis, forecasting, reporting, and coordination of programs, resources, plans, or projects.
Licenses/Certifications/Special Requirements
Valid California Class C Driver’s LicenseKnowledge of:
District policies, rules, regulations and laws relating to planning matters;
Requirements for collection of District imposed school facility fees;
School site leasing and special use permits;
State and County requirements of contracts and other documents necessary for design and construction of new schools and additions.
Ability to:  
Accomplish advanced work in Microsoft office applications including Word, Excel, Access and Powerpoint;
Learn and implement a GIS within the District, using Mapinfo or ArcView based school planning software tools;
Work cooperatively and effectively with developers, contractors, architects, parents, and District personnel involved with the planning and construction process;
Disseminate information to developers regarding school facility fees;
Make projections and grade progressions to accurately determine the number of students expected in the District;
Operate calculators and office machines;
Perform complex technical work involving independent judgment;
Communicate effectively both verbally and in writing.
