Position Summary
The Market Analyst is responsible for supporting the identification of pipeline growth and market expansion within the pre‑commissioning and municipal services sector. This role blends market strategy, demand generation, CRM‑based sales enablement, and analytics to identify, target, and convert public‑sector and infrastructure opportunities. The ideal candidate possesses or has the ability to develop an understanding of municipal procurement cycles, infrastructure project lifecycles, and technical service offerings, combined with analytical and operational marketing expertise.
Essential Functions and Responsibilities
- Identify and support growth marketing strategies aligned to pre‑commissioning, municipal, and infrastructure markets (water/wastewater, pipelines, utilities, transit, civil works).
- Analyze market segments, geographic municipalities, and infrastructure programs to identify high‑value target accounts and expansion opportunities.
- Support executive leadership as they align marketing initiatives with long‑term business development and revenue goals.
- Utilize multiple data sources (public bid portals, capital improvement plans, municipal budgets, project tracking platforms, CRM data, and industry intelligence) to identify potential client targets.
- Research and identify key decisionmakers, influencers, and project stakeholders within municipalities, utilities, engineers, and prime contractors.
- Design lead‑generation programs tailored to long sales cycles and relationship‑driven public sector environments.
- Work with Senior Account Managers to build, maintain, and optimize sales strategy within the CRM system, including account hierarchies, opportunity stages, and pipeline reporting.
- Support sales teams with account insights, lead scoring, segmentation, and target prioritization.
- Establish workflows that connect marketing activities to sales outcomes across multi‑year project timelines.
- Engage with the Marketing Department to develop and maintain marketing materials including service overviews, capability statements, case studies, pre‑qualification materials, and municipal‑focused messaging.
- Review marketing materials to ensure technical accuracy and clarity of content related to pre‑commissioning services, testing, compliance, and commissioning support.
- Adapt materials to meet municipal procurement, RFP, and RFQ standards.
- Manage marketing analytics and reporting frameworks that track lead quality, pipeline contribution, win rates, and market penetration.
- Work with business line management to develop repeatable processes for campaign tracking, CRM reporting, and performance insights.
- Design and develop presentations to train and educate the sales teams on funnel management.
- Translate data into actionable recommendations for strategy refinement and resource allocation.
- Collaborate with sales, operations, engineering, and executive leadership to align messaging, market priorities, and growth initiatives.
- Support pursuit planning for strategic municipal and infrastructure opportunities.

- Bachelor’s degree in Marketing, Business, Engineering, or a related field.
- Experience in growth marketing, demand generation, marketing operations, or revenue operations.
- Practical experience in construction services, infrastructure, utilities, engineering services, or municipal markets strongly preferred.
- Proficiency with CRM platforms (e.g., Netsuite, Salesforce, HubSpot, or similar).
- Strong technical and analytical skills, including reporting, dashboards, and data‑driven decision‑making.
- Ability to understand and communicate technical service offerings to non‑technical audiences.
Preferred Qualifications
- Familiarity with municipal procurement processes, public funding mechanisms, and infrastructure capital planning.
