JOB DESCRIPTION

The Senior Procurement and MES Systems Business Analyst will provide experienced procurement execution support, business analysis, and project support for Medicaid-focused engagements, with a clear primary emphasis on Puerto Rico procurement activities. This role is best suited for a candidate with strong hands-on procurement experience, including RFP development, procurement documentation, vendor evaluation support, and related procurement planning activities. Experience supporting broader Medicaid Enterprise System initiatives across one or more clients is helpful and valued, particularly where it contributes to a well-rounded understanding of Medicaid systems, project operations, and client priorities.
Key Responsibilities

• Prioritize support for Puerto Rico procurement activities, including the planning, development, refinement, and execution of strategic procurement materials for Medicaid systems and related service areas.
• Lead or support the development of Request for Proposal materials, including Statements of Work, scope narratives, requirements, vendor instructions, evaluation materials, and supporting procurement documentation.
• Conduct and synthesize market research to inform procurement strategy, vendor landscape analysis, solution options, and procurement planning decisions.
• Develop procurement content related to outcomes, performance metrics, service level agreements, deliverables dictionaries, cost proposal structures, and evaluation criteria.
• Support procurement posting and evaluation periods, including bidder questions, addenda development, proposal review materials, evaluator guidance, consensus documentation, and related procurement artifacts.
• Coordinate with engagement leadership, client stakeholders, subject matter experts, and vendors to ensure procurement materials are accurate, complete, and aligned with program goals.

Additional MES Initiative Support

• Provide complementary senior business analysis and project support across Medicaid Enterprise System initiatives, including MMIS, Eligibility and Enrollment, modular Medicaid solutions, enterprise services, and other related efforts as assigned.
• Support project monitoring and control activities, including tracking progress against work plans, milestones, deliverables, dependencies, and key decision points.
• Maintain and support risk, issue, action item, and decision tracking processes, including documentation, follow-up, escalation preparation, and closure monitoring.
• Assist leadership with identifying project risks, developing mitigation strategies, preparing escalation materials, and supporting timely resolution of cross-project issues.
• Contribute to status reporting, meeting materials, project documentation, and stakeholder communications that clearly summarize progress, concerns, decisions, and next steps.
• Collaborate with PgMO leadership, project teams, client stakeholders, and vendor partners to support alignment across project activities and Medicaid systems priorities.

Required Qualifications

• Minimum of eight years of experience directly supporting Medicaid systems procurement, with strong preference for hands-on experience developing RFPs, Statements of Work, procurement documentation, vendor evaluation materials, and related procurement artifacts.
• Experience supporting Medicaid systems projects, such as MMIS, Eligibility and Enrollment, modular Medicaid solutions, enterprise services, or related technology initiatives is helpful and contributes to a well-rounded candidate profile.
• Strong experience developing procurement documentation, including RFP content, Statements of Work, requirements, deliverables, performance metrics, vendor instructions, evaluation materials, and executive-ready procurement communications.
• Strong written and verbal communication skills, with the ability to translate complex program, technical, and operational information into clear, structured, and actionable materials.
• Ability to work effectively within an established leadership structure, take direction, operate independently, and coordinate across multiple stakeholders and workstreams.
• Experience supporting risk and issue management, action item tracking, escalation processes, meeting facilitation, and project governance activities.

Preferred Qualifications

• Project management background or experience supporting formal project management methodologies, project controls, governance, or reporting structures.
• Experience working with state Medicaid agencies, Medicaid Enterprise System programs, or federally funded health and human services technology initiatives.
• Experience supporting vendor procurement, vendor evaluation, contract deliverable development, or implementation oversight.
• Familiarity with outcomes-based procurement, service level agreements, key performance indicators, and deliverables-based contract management.
• Ability to balance multiple priorities across procurement and PgMO responsibilities while maintaining attention to detail, responsiveness, and high-quality work products.
