As a member of Community Mediation Services leadership team, the Shelter Program Director is responsible for the overall administration of a NYC family homeless shelter. Provides leadership for the day-to-day operation of the social services and security operation of the facility, as well as program accountability to ensure service goals are met or exceeded.
Duties and responsibilities
- Oversee all aspects of program operations to ensure the success of the program in meeting client needs.
- Ensures compliance with DHS outcomes regarding placements, long term stayers, placement retention, facility standards, as well as CMS’ performance and quality assurance measurements.
- Oversee process, census, vocational services, case management, facilities, security operations, and housing placement services.
- Hires and reviews performance of all management staff.
- Ensures operations are in compliance with regulatory requirements (State OTDA / DHS / CMS).
- Provides leadership and direction to management staff, including Director of Social Services, Security and Operations Manager ensuring support is in place to ensure the success of the shelter.
- Interfaces with the community, neighborhood associations, and other local service providers.
- Drives and monitors program results.
- Completes program status reports.
- Creates and monitors program corrective action plans when needed.
- Ensure that support is provided to Security Manager.
- Ensure that the security operations department is adequately staffed.
- Monitor overtime hours for operations personnel.
- On Call 24 hours/7 days a week.
- Other duties as assigned.
Requirements
- Master’s Degree preferred, bachelor’s degree required in human services or related field.
- At least 3 years’ supervisory experience operating an NYC DHS shelter is preferred.
- Strong administrative skills and an understanding of residential operations are required.
- Experience in program management and knowledge of OTSA and DHS regulations required.
- Proficient in working in CARES.

Physical requirements
- Typically sits for extended periods at a computer workstation.
- Must be able to see, hear, touch, feel, lift (up to 20 lbs.), and stand for short periods of time.
