What is the Child Waiver for Kentucky?

The Community Health for Improved Lives and Development (CHILD) waiver is a new Kentucky Medicaid program designed to provide "wraparound" support. It helps children with significant behavioral or developmental challenges live safely at home instead of in a hospital or residential facility.

Position Descriptions

The Community Living Support (CLS) for Child Waiver services provides one-on-one support to children with developmental or intellectual disabilities. This role is focused on helping children develop social skills, manage daily routines, and participate fully in their communities, all while providing essential support to their families.


Requirements

Assistance for everyone can range from occasional verbal reminders to full staff assistance, depending on the individual's functioning level.


Direct Support & Skill Building:

  • Implement specific goals and objectives as outlined in the child’s?Person-Centered Service Plan (PCSP)?to foster independence and developmental growth.
  • Provide 1:1 supervision and support during community-based outings, ensuring the child is actively engaged and safe in various social environments.
  • Facilitate social skill development by modeling appropriate interactions and helping the child navigate new community settings.
  • Assist with activities of daily living (ADLs) as required, maintaining the child’s dignity and privacy at all times.

Documentation & Compliance:

  • Maintain accurate, real-time documentation of all services provided, ensuring notes are detailed, objective, and clearly tied to the child's established goals.
  • Monitor for and report any changes in the child's physical or behavioral health, applying clinical common sense to ensure holistic well-being.
  • Complete all required incident reports (IRs) within state-mandated timeframes, providing clear and factual accounts of events.
  • Ensure all billable service hours are documented in strict accordance with Kentucky Medicaid and waiver regulatory standards.

Communication & Collaboration:

  • Act as a professional representative of?Community Inclusion?when interacting with families, guardians, and community partners.
  • Participate in team meetings and clinical reviews to provide feedback on the child's progress or any necessary adjustments to the support plan.
  • Collaborate with Case Managers and the clinical team to identify and remove barriers to the child’s community participation.

Safety & Professionalism:

  • Maintain a safe environment for the child, identifying potential hazards in community settings before they become risks.
  • Adhere to all confidentiality and HIPAA regulations regarding the child and family’s personal and medical information.
  • Commit to ongoing professional development and maintain all required certifications (CPR/First Aid/CORE).
Requirements:

Qualifications?

  • Education:?High school diploma or GED.
  • Training:?Ability to obtain and maintain ?????First Aid/CPR and CORE training (state-mandated competency modules).
  • Experience:?Experience working with children, youth, or families in a supportive or educational capacity is preferred but not required.
  • Child-Centered Advocacy:?Ability to apply advanced common sense to navigate "diagnostic overshadowing," ensuring a child's ?????developmental and medical needs are addressed holistically.
  • Documentation Excellence:?Ability to synthesize daily observations into clear, accessible reporting that captures a child’s progress toward their Person-Centered Service Plan (PCSP) goals.
  • Collaborative Communication:?Strong interpersonal skills to effectively partner with parents, guardians, and case managers to foster a unified support environment.
  • Vehicle Requirements:?Current Valid Kentucky Driver's License and proper vehicle insurance.
  • Background Checks:?Acceptable background checks from the AOC (Administrative Office of the Courts), KNAR (Kentucky Nurse ?????Aide Registry), and Central Registry (Child Abuse and Neglect - CAN).
  • Reliability:?Strong organizational skills to manage schedules and ensure compliance with Medicaid and state regulatory standards for child waiver services.
